Tae plat is bounded on the west by Armstrong Blvd. N.kV., on the north by Sunwood <br /> Drive N.W. and on the east by Zeolite Street N.W. There will be no direct access fi'om the <br /> plat to ,'Krrnstrong Blvd. N.W. Appropriately, the preliminary plat shows right of access along <br /> ,au'mstrong Blvd. N,W. being dedicated to the County,. The sketch plan approved by the City <br /> Council on May 11, 2004, showed one access on the south side of $unwood Drive, west of <br /> Zeolite Street and said access should alig2 with the proposed access on the north side of <br /> Sunwood Drive. The approved sketch plan showed one public access to Zeolite Street and a <br /> track access to the ~ocery store loading dock in the southeast comer of the site. <br /> <br /> 5. Grading Plan. Detailed ~ading plans will be reviewed with each development phase that <br /> occurs on the subject property.. <br /> <br /> 6. Drainage and Utility, Easements. Earlier plans showed the ponding area to be on the south <br /> property, line rather than the west property, line. There is also a pre-existing drainage and <br /> utili~' easement ~trufing north and south tl~ough the plat that will not be necessm,w under the <br /> current development plan. As a resul.:t~-i~ Will be necessary, to vacate the previous drainage and <br /> utility easements dedicated as a part of Town Center Addition. The preliminary, plat proposes <br /> to replace the drainage easement for the pond in the appropriate location along the west <br /> property, line. The proposed Town Center Zoning District has setback standards based on the <br /> principle of' ;'build to" lines rather than traditional setbacks. For this reason, the City, is not <br /> requiring the standard 10 tbot wide drainage and utility easements along all plat and lot <br /> boundaries. Rather, easements will be required along City- utility lines. <br /> <br /> 7. Traffic Generation: A traffic generation report [s required and has been received. The <br /> City Engineering Department will provide comments on the report prior to City Council <br /> consideration of the preliminary plat. <br /> <br />Storm Water Management Fee. The City has enacted a Stormwater Management Fee <br />and the current rate is $3,741.00 per acre. The amount of Storrnwater Management Fee <br />due on the 9.5 acre plat is $35,540.00. <br /> <br />Sewer and Water Trunk Fees. Sewer trunk charges within the City of Ramsey are <br />$3,204.00 per acre and water trunk charges are $7,135.00 per acre. Sewer and water <br />trunk charges for the piat total $98,220.00. <br /> <br />10. <br /> <br />Park and Trail Dedication. Pursuant to tlxe Master Development A~eement between <br />the City and Ramsey Town Center LLC, a separate agreement between the two parties <br />has been agreed upon. The Park and Trail Dedication Agreement stipulates that [and and <br />cash payments will be made to cover the Park Dedication and Trail Development <br />obligations by Ramsey Town Center. Therefore, no Park and Trail Dedication or fees are <br />required as parr of this plat. However, Ramsey Town Center LLC has not executed the <br />Park and Trail Dedication Agreement. Without the executed agreement from Ramsey <br />Town Center LLC, the City will require you to escrow an amount equal to no,Trial Park <br />and Trail Dedication fee amounts prior to the re,ease of the final plat for recording. Once <br />the Park and Trail Dedication Agreement is executed by Ramsey Town Center LLC, you <br />will not be required to post an escrow ~'or Park and Trail Fees. <br /> <br />26 <br /> <br /> <br />
