I
I

I
I
I
i
i
I
!
I
I
I
I
I
I
I
I
I
I

NOTE COUNCIL MINUTES

The Commission noted Council's regular meeting minutes dated January 24, 1984.

COMMITTEE REPORTS

1. Budget Committee -

a. Summary of Charter Commission expenditures through the month of January,
1984 -

Will be available at the February 23, 1984 meeting.

2. Information Committees

a. Public Opinion Committee -

No report.

b. Charter Advantage Committee -

Commissioner Data stated that in talking with Mounds View Mayor Bill Doty
many times over the past year, Mr. Doty has repeatedly told him that
the charter, and especially people on Council working with the Charter,
have saved the City of Mounds View literally thousands of dollars. The
charter has not cost the City of Mounds View more money. Commissioner
Data further commented that it was the intention of the Charter Commission
when writing this charter, to safeguard the financial interest of the
City and he feels this Commission has done that. If this Commission were
to refer to the advantages that Commissioner Data submitted some time ago,
you would see a couple pertaining to more citizen input and more public
awareness and we can add safeguarding the City's financial position
because of certain things we have written in our Charter. It may be that
the required City newsletter will be an added cost and that is a minor
cost in comparison to what active citizen participation, in conjunction
with the Charter, can save the City.

c. Current Form Of Government Committee -

No report

d. Charter Disadvantage Committee -

No report.

e. Outside Opinion Committee -

No report.

3. Rules Committee -

No report.

Miscellaneous -

a.
