prevents penalty for half truths. <br /> <br />Anne Norris stated that now is the time to get active in regards to <br />anything this Oun~nission wants the upcoming legislative session to address. <br /> <br />Commission consensus is that the issue of property tax is a top priority <br />ite~ and the greatest deterrent to economic development. <br /> <br />Mr. Schnelle stated that the City did succeed in getting local government <br />aids amended but there is still the matter of the grandfather clause that <br />must be oorrected in order to provide fair distribution of the revenues <br />among the cities. <br /> <br />Commissioner Muller stated that he would try and set up a meeting with the <br />Con~ission and State legislators for the purpose of discussing these <br />concerns. <br /> <br />Commissioner Fults stated that he has talked withOakdale Economic <br />Development Commission and they are willing to join forces with Ramsey <br />regarding fiscal disparity efforts. <br /> <br />Commissioner Cox arrived at this time. <br /> <br />Commissioner Cox stated that he attended 11-13-84 Council meeting and City <br />Assessor Wirz reported that Ramsey is, in oomparison to the rest of the <br />County, down about 8.5% in assessed commercial property value. <br />Commissioner Cox stated that Ramsey should be behind because we are on the <br />outer perimeter of the real marketing area; our oommercial property values <br />should be compared to areas similar to ours. ~is should be indicated to <br />Council; they are considering a 5% increase. <br /> <br />Commissioner Cox brought up the subject of bond issues and that fact that <br />if bonding is used on the R~ River Bridge crossing, the cost to <br />residential would be $1.76 and businesses would be assessed about $500; <br />some of the business c~ners in Ramsey are not residents and would not even <br />gain benefit from the crossing and most of the oost burden is shifted to <br /> <br />Commissioner COx stated that Council is not getting the message out <br />~l~hasizing these ooncerns; EDC passes the word to Council and they are to <br />negotiate and speak for us. Commissioner COx stated that one councilmember <br />voted 'no' to another develol~ent that met all criteria; that person should <br />be representing all of us and be held accountable. <br /> <br />Discussion ensued regarding the effect of the new charter on bonding in the <br />City and the fact that our charter has never been tested in court may <br />result in generating a higher interest rate to us for bonds; this increase <br />will be absored by the citizens. <br /> <br />Con~issioner Cox stated that the way he understands it to be is that Ramsey <br />has walked away from Statutory requir~ents which resulted in the City <br />getting good interest rates; we should go back to what we know was good and <br />gets the job done and does not get away from State laws that protect us; <br />the City has assu~ed what was the responsibility of the State. <br /> <br />Page 2 of 6 <br /> <br /> <br />
