CASE ~4: DISG3SSION ON RDQUIREMENTS OF CITY (/~ARTER FOR I~3BLIC <br /> IMPROVEMENTS AND SPECIAL ASSESSMENTS COMPARED TO <br /> MINNES(//~ S~3TE C~/APTER 429 RDQUIREMENTS FOR SUCH <br /> PRO3 ECTS: <br /> <br />At your November regular meeting, you requested <br />more information on the Charter's requirements <br />for public improvements compared with Minnesota <br />Statutes and the effect of the City's Charter on <br />bonding. <br /> <br />Enclosed as (D2-a) is Chapter 8 of the Ramsey City <br />Charter which outlines the requirements for any public <br />improvement and special assessment projects. ~he City <br />Charter requires a 60 day waiting period after the <br />public hearing on the improvement before the City <br />Council can take any action on the improvement project. <br />5he Charter also requires that all bids must be re- <br />jected and the assessment procedures started over <br />again if the lowest responsible bidder's bid is more <br />than 10% above the estimated cost of the improvement. <br />5bese requirements mean that the City is unable to order <br />an improvement or sell bonds until after bids are let. <br /> <br />Minnesota Statute Chapter 429 does not require cities to <br />a waiting period of 60 days between the public hearing <br />and action on the improvement. Chapter 429 also allows <br />cities to issue bonds at the time an improvement is <br />ordered prior to the award of bids. <br /> <br />~he Charter's waiting period means a decrease in the <br />flexibility of the time of bond issuance, uncertain <br />interest cost estimates by financial consultants, and <br />most probably, higher bond costs. <br /> <br />CASE 95: ANNUAL REPORT OF COMMISSION ACTIVITIES TO CITY (/~3NCIL: <br /> <br />~he Council action that created the Economic Development <br />Commission requires that the Commission report on its <br />activities to the City Council on or before January 1. <br />You need to determine what you want included in this <br />report. 5he report of your activities will be presented <br />to the City Council at their first meeting in January <br />1985. <br /> <br />CASE #6: INFORMATION ITEMS: <br /> A.
