Mr. <br />Raatikka replied that no soil borings were done and the developer is looking <br />for a variance to same. Mr. Sorteberg stated that it is 33' to water. <br /> <br />Councilmember Van Wagner amends her motion to include that a variance to the <br />soil borings be granted to Mr. Sorteberg. Councilmember Reimann seconds the <br />amendment to the motion. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Schlueter, Reimann <br />and Van Wagner. Voting No: None. Abstain: Councilmember Sorteberg. <br /> <br />Case #6: Request For Use Of Lower Level Of The Ramsay Municipal Cente.r; Case <br /> Of Lord Of Life Lutheran Church: <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Schlueter to <br />approve of Lord of Life Lutheran Church using the lower area of the Ramsey <br />Municipal Center on Sundays from 9:45 a.m. to 10:45 a.m. beginning September 9, <br />1984 through May 19, 1985 providing they enter into an agreement with the <br />City of Ramsey. The Mayor and City Administrator are hereby authorized to <br />sign said agreement. <br /> <br />Further Discussion: Councilmember Reimann inquired if there is any wear and <br />tear showing in City Hall lower level. Mayor Gamec stated that so far there <br />has been only one problem which required replacing some ceiling tiles; the <br />City will try to avoid a rental fee on the lower level until we see that it <br />is being abused. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Sorteberg, Reimann, <br />Schlueter and Van Wagner. Voting No: None. <br /> <br />Case #9: Authorization For Evensen Dodge, Inc. To Proceed With Informal <br /> Competitive Sale Of $190,000 G.O. Improvement Bond Of 1984 And <br /> <br />$90,000 G.O. Equipment Certificate: <br /> <br />Mr. Don Keysser was present and referred to his letter of May 16, 1984 <br />to Mr. Lloyd Schnelle recommending an informal competitive sale. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Sorteberg <br />to adopt Resolution #84-86 to authorize Evensen Dodge, Inc., the City's <br />fiscal consultant, to proceed with informal competitive sales for the following <br />issues: <br /> <br />$90,000 G.O. Equipment Certificates <br />$190,000 G.O. Improvement Bonds of 1984 <br /> <br />Further Discussion: Mr. Raatikka referred to Street Improvement Projects for <br />Rolling Green and Magnesium St. N.W. and inquired if the Charter would have <br />an affect on these projects. Mr. Keysser replied that the Charter would not <br />have an affect on improvement bonds paid by assessments; levy supported bonds <br />would be a different story. Councilmember Reimann stated he would rather <br />cancel the equipment order than to place the City in the position of not being <br />able to afford the equipment if spending is curtailed down the line. Mr. <br />Keysser replied that now is a good time to sell bonds, but he can't address <br />the question of whether or not the City should get the equipment.
