Voting Yes: Mayor Gamec, Councilmembers $orteberg, Reimann, Schlueter and Van Wagner. Voting No: None. Case #7: Game Fair: Mr. & Mrs. DeLaney were present. Mr. DeLaney stated that the plans for the Game Fair are basically the same as last year except that the Fair will be extended an extra week-end. Mayor Gamec stated that concerns have been brought to the City's attention regarding length of fair, crowd control and parking and the affect of all of these on area residents. Mr. DeLaney stated he has not heard any complaints, but if there are problems he will certainly try to work them out. Mr. Goodrich stated that the larger the Game Fair becomes, the more concerns it creates and Mr. DeLaney should apply for a temporary conditional use permit from the City, which would not require a public hea~ing and would address the concerns of the neighborhood. Council recessed at 8:55 p.m. Mayor Gamec called the meeting back to order at 9:10 p.m. Case #8: Landfill (A. Anoka Landfill Reqarding Well Water Reports; B. Anoka Landfill Inspection Reports For April 1984; C. Anoka county Environmental Services' Letter Regarding Landfill Closure And Post Closure): a) Anoka Landfill Regarding Well Water Reports - county commissioner Natalie Haas was present and stated that well testing is required at the Landfill by PCA and County. PCA requires testing 3 times a year and they have been testing, without requirement, the residential well at the Terry Miller home. SERCO Laboratory does the testing and in February of 1983, the tests were not good. Up gradient wells were as bad as down gradient wells; this is not the way water flows and it was assumed there was contamination in the lab. The wells were tested again and the samples sent to a lab in New Jersey; the testing in New Jersey and the testing done by SERCO had substantially no difference. PCA met with City and County officials and PCA intended to draw samples themselves and send them to the State Health Department. If there is contamination, they would then come out and test wells in private homes at different depths; this testing would take about 2 weeks to prepare and 4-7 weeks to run. We have requested PCA permission for the County to pay for private well testing right now so we can look at a 7-9 week time period to know what we are picking up in terms of contamination. PCA agreed and these tests should occur next week. In approximately 7 weeks we should have some idea if anything at all is showing up out there. Councilmember Van Wagner inquired if Ms. Haas thinks there is any risk to the residents in that area.
