Voting Yes: Chair Bennett, Commissioners Logan, Fyten and Trappen. Voting <br /> No: None. Absent: Commissioners Mobry and Troy. <br /> 5. COMMISSION BUSINESS <br /> 5.01: Consider Master Parks Plan for the COR <br /> Parks & Assistant Public Works Superintendent Riverblood reviewed the purpose of this case is <br /> to consider refinements to the concept plans for three distinct elements of the Public Realm in <br /> The COR; known as Municipal Plaza, the proposed greenway, and the water-centric park <br /> sometimes referred to as Lake Ramsey or Lake Ramsey Commons. This review will engage the <br /> Commission in the rationale to the enhancements to the concept plans, and explore how the <br /> adjoining land-uses benefit from a cogently designed and interconnected park, trail and storm <br /> water system. <br /> Mr. Riverblood outlined the planning history relating to the COR and options for Municipal <br /> Plaza and the greenway — concluding with a more detailed examination of the water-centric park <br /> with an emphasis on how features of this park will benefit the goals of the community in the near <br /> term — and for the future. He noted the public engagement portion is very important to the <br /> planning process. A drawing of the development plan was provided for Commission review <br /> compared to the original plan that was created. A workshop will be held October 27th to review <br /> the development plan. Mr. Riverblood reviewed the details of the first public engagement <br /> meeting that was well attended. In 2001 there was a question on the ballot as to whether a Town <br /> Center was desired by the residents. The original parks master plan was shown. The Greenway <br /> Connection and Corridor were indicated on a map. Lake Itasca Park would be connected to The <br /> COR. Greenway Trail Alternative Alignments were shown. Staff recommends the green <br /> elements remain. Three concepts of the Municipal Park area were displayed for Commission <br /> review. <br /> Mr. Riverblood provided a summary of the Water-Centric Park — Civic Engagement. Different <br /> concepts were reviewed. The suggestion was made that a City-built building be constructed that <br /> would be leased to a restaurant and would be a lake edge restaurant. This could be seen as a <br /> service to residents. <br /> Mr. Riverblood noted funding for consultant services (landscape architecture and civil <br /> engineering) are included within the Park's 2016 General Fund budget. <br /> Mr. Riverblood recommended the Parks Plan be adopted as a working document for future park <br /> design, and proceed forward with a schematic design for the water-centric park area referred to as <br /> Lake Ramsey Commons. <br /> Park and Recreation Commission/October 13, 2016 <br /> Page 2 of 5 <br />
