Motion by Commissioner Logan, seconded by Commissioner Fyten, to recommend the City <br /> Council adopt The COR Parks Plan as a working document, and proceed forward with a <br /> schematic design for"Lake Ramsey". <br /> Motion carried. Voting Yes: Chair Bennett, Commissioners Logan, Fyten and Trappen. Voting <br /> No: None. Absent: Commissioners Mobry and Troy. <br /> 5.02: Review 2015 Recreational Opportunity Assessment <br /> Parks & Assistant Public Works Superintendent Riverblood stated this topic was reviewed with <br /> the City Council at the September 27, 2016 Work Session and is being carried forward to the <br /> Park and Recreation Commission as an informational item. No action is required on the part of <br /> the Parks and Recreation Commission. <br /> A survey was done showing the recreational offerings within a 15-minute drive of Ramsey. The <br /> summary was available for Commission review. The 2000 and 2010 census and demographic <br /> comparisons were described. The results of the National Citizen Survey were shown. <br /> As part of the preparation of the 2015 — 2018 Strategic Action Plan, under Strategic Imperative <br /> II: A Connected Community — the Strategic Initiative emerged of"Create a diverse and robust <br /> offering of recreational opportunities." One of the primary work tasks was to develop an <br /> inventory of existing recreational offerings (public and private) and to survey residents as to their <br /> desires for recreational opportunities — either in terms of priority, or to identify programs not <br /> presently available. The Recreation Inventory Executive Summary was performed as part of the <br /> 2015 Park and Recreation Intern's work plan. A copy was provided for Commission review. <br /> Mr. Riverblood stated a non-scientific recreation survey was disseminated in August/September <br /> 2016. Approximately 17 surveys were returned from the Art in the Park and The Draw concert <br /> events, 40 from Happy Days and 20+ were filled out on-line. The survey showed additional <br /> recreational programming is desirable. The comments received were provided. Photographs of <br /> some recreation programming experiences/examples were shown. <br /> Mr. Riverblood noted there were two dimensions of the Strategic Initiative, the first of which this <br /> case discusses. The second relates to aligning future park planning city-wide with the Capital <br /> Improvement Plan and is underway with the redesigned CIP format and timeline, and will be <br /> continued through the larger community planning in 2017 — 2018 as part of the Comprehensive <br /> Plan processes. <br /> Mr. Riverblood provided an overview of the 130 categories of area Recreational Offerings and <br /> provided observations on demographics in Ramsey and the most recent 2014 and 2016 Citizen <br /> Survey. <br /> Mr. Riverblood noted the proposed 2017 General Fund Budget has a $25,000 line item for <br /> contracted recreation programs. <br /> Park and Recreation Commission/October 13, 2016 <br /> Page 3 of 5 <br />
