5.03 Recommend 2017 Park Dedication Trail Fee Rates <br /> Mr. Riverblood noted as of January 1, 2016 the City's park dedication policy that is applicable to <br /> future uses developed in The COR is as follows: <br /> • $2,700 per dwelling unit with density less than 11 units/acre (including town homes and <br /> apartment units) <br /> • $2,405/unit for units 12-19 units/acre <br /> • $2,210/unit for units 20 units/acre plus <br /> • $4,738/acre for commercial and assisted living facilities <br /> • $3,966/acre for industrial <br /> Staff recommends a 5-10% increase depending on surrounding communities, park need, and <br /> recommendations of community development staff. There is a$30 million dollar need for parks. <br /> Chair Bennett stated previously when looking at other communities' rates, Ramsey was at or <br /> below the average. Mr. Riverblood stated communities typically adjust their rates every year. <br /> Ehlers and Associates suggested businesses do not develop in a community based on the park <br /> dedication fees. <br /> Motion by Commissioner Logan, seconded by Commissioner Trappen, to recommend 2017 Park <br /> Trail Fee Rates per staff recommendation. <br /> Motion carried. Voting Yes: Chair Bennett, Commissioners Logan, Trappen and Fyten. Voting <br /> No: None. Absent: Commissioners Mobry and Troy. <br /> 6. COMMISSION/STAFF INPUT <br /> Parks &Assistant Public Works Superintendent Riverblood provided the following updates: <br /> Playground Replacement Policy — Mr. Riverblood noted this was discussed at the September <br /> Commission meeting. The matrix is not yet complete but will most likely be brought back to the <br /> November Commission meeting. <br /> MRT — final phase of construction. Paving could occur yet this fall. The project should be <br /> completed by June of 2017. This will connect otherwise disconnected residents to the center of <br /> Ramsey. <br /> 2017 trail through Mississippi West Regional Park — This will connect both neighborhoods on <br /> either side of the Mississippi West Regional Park. PSD Inc. provided this to Ramsey at no cost. <br /> Improvements to Alpine Park — Backstops and Dugouts — The athletic association is paying for <br /> Fields #1 and#2.
