I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> PERMIT <br />FOR CONSTRUCTION AND OPERATION <br />OF A WASTE DISPOSAL FACILITY <br /> <br />Pursuant to and in accordance with Minnesota Statutes Chapters ll5 and ll6 and <br />Minnesota Pollution Control Agency (MPCA) Regulations SW 1-12 and MPCA Rules of <br />Procedure MPCA 1-13: <br /> <br />Waste Management of Minnesota Inc. <br />P.O. Box 67 <br />Anoka, Minnesota 55303 <br /> <br />is authorized by the MPCA to construct and operate the Anoka Sanitary Landfill <br />under the conditions set forth herein. The determination to issue this permit <br />is discretionary with the MPCA and was made subsequent to MPCA staff review of <br />the permit application. <br /> <br />PART I. CONSTRUCTION <br /> <br />As <br /> <br />Location. The location of the waste disposal facility authorized by <br />~hi~ permit shall be in Sections 22 and 27, T32N, R25W, city of Ramsey, <br />Anoka County, Minnesota. <br /> <br />Facility Description. The facility assessed as being suitable as a <br />~anitary landfill C~vers 164 acres. The remaining capacity of the <br />site is 2,300,000 cubic yards of air space, and the estimated life is <br />two and one-half to three years. <br /> <br />The portion of the facility authorized to be filled by this permit <br />consists of 1,426 acre-feet denoted as Phases I to VI in the July 1, <br />1983 plans and is located over areas that have already received refuse <br />deposits. <br /> <br /> Plans and Specifications. The permittee shall construct the sanitary <br /> landfill project covered by this permit in accordance with the permit <br /> application dated June, 1983, and plans dated July l, 1983, which are <br /> attached hereto and incorporated herein. The apProval, by the MPCA, <br /> of the plans and specifications shall not be construed to release the <br /> permittee from any present or subsequent requirement of statute, rule, <br />'regulation, or ordinance. <br /> <br />.~pecial Construction. The permittee shall construct erosion control <br />structures prior to termination of the landfill should significant <br />erosion problems become evident during the life of this permit. <br /> <br />Within 45 days of issuance of this permit, the permittee shall submit <br />four copies of a revised cross-section plan sheet to the Director for <br />review. The revised plan sheets shall illustrate a scaled, typical <br />cross-section view of the various layers of the final cover materials <br />in relation to refuse deposits as described in Part II.E. <br /> <br /> <br />
