PART II, <br /> A. <br /> <br />-2- <br /> <br />Construction Certification. A construction certification, signed by <br />the project engineer, shall certify, with any exceptions listed, that <br />the construction has been completed in accordance with the plans and <br />MPCA permit. It shall be certified that an MPCA-approved water <br />monitoring system is functional and includes an analysis of initial <br />water monitoring samples. The permittee shall notify the Director <br />prior to the installation of any design feature. The Director reserves <br />the right to be present during the installation of a design feature. <br />If any construction has been scheduled in the plans for phase develop- <br />ment subsequent to the initial operation, then a similar certification <br />shall be approved for each phase before it shall be operated. <br /> <br />Alterations or Additions. The permittee shall not make an~ alteration <br />or addition to the sanitary landfill facility that would materially <br />alter the method or effect of disposal without first obtaining the <br />written consent of the MPCA. <br /> <br />OPERATING CONDITIONS <br /> <br />Operator. The operator shall be certified in accordance with the <br />MPCA's Operator Certification Rules (6 MCAR ~4.6088-4.6100). <br /> <br />Waste Characteristics. This permit approves the disposal of an <br />additional 2,300,000 cubic yards compacted in place of municipal solid <br />waste and cover material. This permit does not authorize the deposi- <br />tion of wastes determined to be hazardous in accordance with U.S. <br />Environmental Protection Agency (EPA) hazardous waste regulations and <br />MPCA hazardous waste rules. This permit does authorize disposal of <br />nonhazardous industrial solid waste subject to the conditions outlined <br />below: <br /> <br />1. The permittee shall submit to the Director a written request for <br /> the disposal of industrial solid waste. <br /> <br />2. The written request shall include an evaluation of the waste, the <br /> quantity, the frequency, and the proposed method of disposal. <br /> <br />3. Industrial solid waste shall not be disposed in the landfill <br /> without the Director's approval p~qor to disposal. <br /> <br />Those wastes listed in Minnesota Regulation SW-6(2)(v)(ii) shall <br />not be disposed in the landfill without requesting and obtaining <br />the Director's approval, as outlined above, prior to disposal. <br /> <br />C. ~.onitorin9 .Requirements· <br /> <br />Gas collection wells B, C, D, E, F, G, H, I, J, K, L, M, and N <br />shall be inspected monthly to determine whether they contain <br />ground water.
