I <br />I <br />I <br />i <br />I <br />I <br />i. <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />i <br />I <br /> <br />-5- <br /> <br />The Director reserves the right to be notified by the permittee <br />at least ten (lO) working days prior to sampling to enable the <br />MPCA to split samples with the permittee. <br /> <br />Unless otherwise notified in writing by the Director, the <br />monitoring points described in Part II.C.2. shall be sampled <br />by the permittee for analysis of,~the routine parameters in <br />Part II.C.3. in April, July and October of each year, beginning <br />in April of 1984. Unless otherwise notified in writing by the <br />Director, the monitoring points described in Part II.C.2. shall <br />be sampled by the permittee for analysis of the background <br />parameters in Part II.C.4. and C.5. in July of 1984 and July <br />of every year thereafter. To the extent the parameters in C.3. <br />and C.4. are identical, duplicate analysis of the identical <br />parameters is not necessary. The Director may require analysis <br />for additional parameters, and more frequent sampling and analysis. <br /> <br />All laboratory tests shall be conducted using previsouly- <br />verified analytical methods (i.e. Standard Methods, EPA, ASTM, <br />etc.). A description of the proposed sampling procedures and <br />a listing of all analytical methods with their corresponding <br />detection limits shall be submitted to the Director for review <br />and approval at least ten working days prior to sampling after <br />permit issuance. This submittal shall be provided whenever the <br />permittee intends to change laboratories. <br /> <br />The existing monitoring wells and all new monitoring wells <br />established during the life of this permit shall be developed <br />by successive pumping and backflushing until field measurements <br />of the following parameters yield stablized readings from three <br />separate samples: pH, specific conductance, and temperature. <br />For each well, these readings shall be submitted to the Director <br />for review along with a complete well log. During every subse- <br />quent monitoring event, the wells shall be evacuated prior to <br />sampling by the proper number of well volumes. <br /> <br />Immediately prior to sampling, the water elevation for each <br />monitoring well and each sample shall be measured and recorded <br />to at least the nearest O.l foot. <br /> <br />10. All water samples shall be analyzed by an independent laboratory <br /> which is.acceptable to the Director. <br /> <br />ll. <br /> <br />Any wells, piezometers, or lysimeters abandoned during the <br />life of this permit shall be abandoned in accordance with <br />the Minnesota Water Well Construction Code, particularly <br />7 MCAR § 1.218. <br /> <br /> <br />
