I I I I I I I i I i I -5- The Director reserves the right to be notified by the permittee at least ten (lO) working days prior to sampling to enable the MPCA to split samples with the permittee. Unless otherwise notified in writing by the Director, the monitoring points described in Part II.C.2. shall be sampled by the permittee for analysis of,~the routine parameters in Part II.C.3. in April, July and October of each year, beginning in April of 1984. Unless otherwise notified in writing by the Director, the monitoring points described in Part II.C.2. shall be sampled by the permittee for analysis of the background parameters in Part II.C.4. and C.5. in July of 1984 and July of every year thereafter. To the extent the parameters in C.3. and C.4. are identical, duplicate analysis of the identical parameters is not necessary. The Director may require analysis for additional parameters, and more frequent sampling and analysis. All laboratory tests shall be conducted using previsouly- verified analytical methods (i.e. Standard Methods, EPA, ASTM, etc.). A description of the proposed sampling procedures and a listing of all analytical methods with their corresponding detection limits shall be submitted to the Director for review and approval at least ten working days prior to sampling after permit issuance. This submittal shall be provided whenever the permittee intends to change laboratories. The existing monitoring wells and all new monitoring wells established during the life of this permit shall be developed by successive pumping and backflushing until field measurements of the following parameters yield stablized readings from three separate samples: pH, specific conductance, and temperature. For each well, these readings shall be submitted to the Director for review along with a complete well log. During every subse- quent monitoring event, the wells shall be evacuated prior to sampling by the proper number of well volumes. Immediately prior to sampling, the water elevation for each monitoring well and each sample shall be measured and recorded to at least the nearest O.l foot. 10. All water samples shall be analyzed by an independent laboratory which is.acceptable to the Director. ll. Any wells, piezometers, or lysimeters abandoned during the life of this permit shall be abandoned in accordance with the Minnesota Water Well Construction Code, particularly 7 MCAR § 1.218.
