-6- <br /> <br />Reporting Requirements. Quarterly reports on the operation of <br />the'Permitted area shall be submitted to the Director by the <br />thirtieth day of the first month following each quarter, i.e., <br />January, April, July and October. Reports shall include volumes <br />of each specific nonhazardous waste landfilled and location of <br />disposal within the facility. Analytic results of water quality <br />testing shall be reported to the Director in May, August and <br />November of each year. A yearly summary of water quality trends <br />shall be provided in January of each year. The summary shall <br />include data summary tables and graphs showing concentrations <br />versus time for all parameters from each monitoring point..A <br />narrative discussion shall be included which describes the water <br />quality effects attributable to the facility and which describes <br />any changes and maintenance needed in the monitoring network. <br /> <br />E. Cover Requirements. <br /> <br />Daily Cover. At the end of each working day, the refuse shall be <br />~overed with six inches of native soil materials. <br /> <br />Intermediate Cove~. tf refuse cells will be exposed to the elements <br />for a period of 120 days or longer, an intermediate cover totaling <br />12 inches of compacted, suitable cover material shall be provided <br />and maintained. <br /> <br />Final Cover. Within 30 days of reaching final elevation (weather <br />permitting) the permittee shall apply at least two feet of final <br />cover material. The lower half (at least twelve inches) of the <br />final cover shall be of a compacted low permeability material <br />(permeability less than 10-6 cm/sec.) and the upper half (at least <br />twelve inches) shall be of a compacted soil having a minimum avail- <br />able water holding capacity (AWC) of 0.2 in/in and a minimum organic <br />content of four percent vegetated with shallow-rooted perennial <br />grasses. <br /> <br />As the facility is being provided with final cover, the following <br />measures shall be instituted: <br /> <br />1. A minimum of five samples from the low permeability material <br /> source area shall be tested for 'standard procton density and <br /> optimum moisture content before the low permeability material <br /> is placed on completed portions of the landfill. <br /> <br />The moisture content of the low permeability cover material <br />must range from at least the optimum moisture content to no <br />more than five percent over optimum moisture content while <br />the material is being placed. <br /> <br />The cover material shall be placeJ and compacted to at least <br />95 percent of standard proctor density. <br /> <br />m <br /> <br /> <br />
