I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br /> <br /> METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, St. Paul, Minnesota S5101 <br />291-6359 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Metro HRA Advisory Committee <br /> <br />Guy Peterson <br /> <br />METROPOLITAN HOUSING FUND <br />DRAFT OBJECTIVES AND PROGRAM GUIDELINES <br /> <br />April 11, 1984 <br /> <br />At the meeting of February 22, the Committee directed staff to revise the <br />proposed Housing Fund draft objectives and guidelines in light of the <br />discussion and decisions made by the Committee that morning. <br /> <br />The Comittee agreed that with the addition of some clarifying language with <br />regard to the Fund's objective dealing with energy efficiency, a draft of the <br />Metropolitan Housing Fund's objectives should be those set forth in that memo. <br />With this change, the Housing Fund's proposed objectives would be as follows: <br /> <br />- To increase the supply of quality, affordable housing in the suburbs, and, <br /> in particular, near centers of expanding suburban employment opportunities <br /> and services. <br /> <br />- To help suburbs diversify the cost and type of housing available in the <br /> comunity. <br /> <br />- To help comunities meet the affordable housing goals adopted in their <br /> comprehensive pl an. <br /> <br />- To help communities successfully complete redevelopment projects, or <br /> implement "roll over," accessory housing, rehabilitation or other innovative <br /> housing efforts. <br /> <br />- To stimulate construction employment and other economic benefits, and <br /> generate additional local property taxes. <br /> <br />- To encourage energy efficiency in suburban housing by maximizing but not <br /> duplicating the home improvement and energy efficiency programs available <br /> at the state and local level. <br /> <br />The Conmtttee concurred with the staff°s recommendation that several basic <br />guidelines should direct all of the programs or projects involving the <br />Metropolitan Housing Fund. It suggested that consideration of local plans and <br />policies be added to the basic guideline dealing with plan compatibility, and <br />asked that staff provide a better definition of the Fund's posture regarding <br />degree of leverage. Revisions have been made to both these proposed guidelines. <br /> <br /> <br />
