We will probably be getting the audit report to <br />Councilmembers in May 1984. <br /> <br /> b) Revenue and expenditure report and cash flow report - We have been running behind <br />schedule on these reports because of the end-of-year work which is extremely time <br />consuming. The audit also backed up our work. When we get our computer on line, we <br />will see quite a time savings in this area. <br /> <br /> c) Upgrading of City bond rating - We are still working on the upgrading of the City <br />bond rating. I think 1984 will be the year that we will get this major task accomplished. <br /> <br />Z) Legislation - The following is hereby submitted on this item: <br /> <br /> a) Local government aid (LGA) - As of this date (April 19, 1984) the Cities of Ramsey <br />and Andover have proposed an amendment to the local government aid law. This amendment <br />consists of adjusting our population to the true population. We have spent almost six years <br />getting this changed. It will mean approximately $70,000 more to the City of Ramsey. <br />However, it really means much more, as it establishes a new revenue base which will be <br />extremely important to Ramsey's taypayers in the future. <br /> <br /> b) Local government aid formula - We have seen great administrative strides made <br />this year by the key legislators for the forthcoming legislative session. Consequently, we <br />should see some changes in the LGA law in 1985 which will be extremely beneficial <br />to the City of Ramsey. <br /> <br /> c) Economic development legislation - One of my friends over at the State Capitol <br />has told me that there is an excellent chance of legislation passing that would be extremely <br />beneficial to cities like Ramsey. He is going to keep us informed on this issue. It will <br />be a first come first served basis grant. <br /> <br />Summary - I just want to say that our success at the legislative level has been made possible <br />by our united Council. We also have had a couple of very hardworking legislators over <br />there this year. <br /> <br />3) Labor negotiations - We will be going to mediation on May 4, 1984. The Chief of Police <br />and I are working very closely with the City Council Personnel Committee. We will keep <br />the full Council informed. <br /> <br />4) General information - We are extremely busy at City Hall and this can be expected <br />in a growth City like Ramsey. One of the very time consuming things is the amount of <br />time one devotes to professional reading and the think time one needs to think things out. <br />This is extremely important with the computerizing of our operation. <br /> <br />5) Staff reports - Mr. Wirz has been in for surgery this week so he has not been able to <br />submit a staff report. <br /> <br />LGS:pjc <br /> <br /> <br />
