I did, however, meeting with four or
five individuals who are contemplating construction of some type or another
of commercial or industrial buildings. Mr. Ronald Danner of Danner's
Cabinets, Inc. has submitted a request for a Board of Adjustment variance
for both structure setback and expansion of a non-conforming use. This
has been scheduled for the special Council meeting of April 17, 1984.

As we've discussed, I feel it is imperative that serious consideration
be given to the use of an outside consultant for plan reviews on all
commercial and industrial buildings. With the numerous code changes that
continue to occur, I feel more inadequate every time I receive plans for
construction of this type. This issue, I feel, should be reviewed by
the Personnel Committee at such time as I am able to put together some
information in regards to costs, etc.

The other issue that has been brought up several times in the past that
should again be reviewed, is the fee scheduled for the various permits
that we issue. We are the only community in the area that is still using
the fee schedule set forth in the 1976 U.B.C. Should the Personnel
Committee wish to discuss this item, I will prepare a recommendation as
to what fees I feel would be appropriate.

I attended the North Star Chapter meeting late in the month and found
that there is so much confusion over interpretation of the new energy
code that it will not be necessary to begin enforcement until July 1,
1984. It seems that no one can quite make sense of the manner in which
basements are to be insulated. ~

The other item of interest brought out at the meeting is the fact that
the requirement for continued education of building officials will now
be enforced. The amount of continued education has not yet been determined.

The following are the permits issued, mileage and inspections for March
1984:
