I
I
I
I
I
I
I

I
I
I
I
!

I
I
I
I
I
I
I

Peter R. Raatikka
page 2 - Apr. 9, 1984

normally provided in an EAW prepared by this agency and thus required in a
locally prepared EAW intended to substitute for one prepared by the MPCA is
listed below. Since this would involve a substantial change to the E~W dis-
tributed by the city, we suggest that an amendment to the original EAW be
prepared, and that a new 30-day notice commence, Copies of the amendment
should be distributed to all re~ipie~ts of the original, and a new notice of
availability published in the Environmental Quality Board Monitor. A draft
copy of the amendment should be submitted to the MPCA prior to its distribution
so that we may be assured the document will serve in lieu of our own.

Informati~n ~e~uired to address impacts related to wastewater treatment.

If review is mandatory under 6 MCAR §3.038Qo2 and the city elects to pre-
pare an amendment to the original EAW, a discussion must be provided of waste-
water treatment provisions which is commensurate with project nature and scope.
Since the project in question involves collection and regional treatment, the
following information will be required:

· 1. ~ ~ description of the proposed facilities, including design flow
and basis for same (population, dwelling 'unit numbers and popula-
tion, per capita flow) collection system diameters, lengths, and
routes, and location of lift stations.

2. Capacity of the Anoka treatment plant to treat the increased
quantity and concentration of pollutants.

3. Location and flows attributable to other areas or developments
intended to be served by the sewer extension, if any.

Capacity of the Champlin-Anoka-Brooklyn Park (CAB) interceptor and
downstream interceptors to which it is tributary (Minneapolis East
interceptor, joint interceptor). We are enclosing a copy of our
recent EAW on the CAB interceptor for reference.

5. Compatibility with local sewer'extension~plan$~

6. Construction impacts and mitigative methods:

a. impacts on sensitive areas listed in items '18! 26! 27
and 28 of the EAW-

presence of hazard areas listed tn item 16 of the"EAW

dewatering activities, excavation depths'and wtdths'=equired
along routes

d, erosion/sedimentation controls and othe= mitigation'~
