Raatikka Minnesota Pollution Control Agency 15153 NW Nowthen Boulevamd Anoka, Minnesota 55303 Dear Mr. Raatikka: The Minnesota Pollution Control Agency ~MPCA~ staff has completed its ~eview of the Flintwood Hills 2nd Addition environmental assessment worksheet (EAW), ' In general, the document lacked sufficient information to enable a determina~ tion that an environmental impact statement (EIS) need not be prepared, ~reas lacking specific information include~ Need fo~ separate environmental review of waste treatment aspects, provisions fo~ wastewater treatment, noise impacts of neighboring roadways on residences, ai~ quality and noise impacts during construction, erosion dewatering water~ and storm wate~ management during and subsequent to construction, and the potentia~'fo~ impacts on the p~oposed municipal well field by the knoka s~nit~ry landfill. Need for environmental review of sewage t~ea.t~e~' ~sp~ ~f the project.. 6 MCAR §3.038Q.2 requires that an environmental assessment worksheet be prepared for sewer extensions with capacity in excess of 50~000 gallons per day, and further provides that the MPC~ is the responsible governmental ~nit (RGU) for such EAW's. While it is unclear whether the capacity of the sewer extension involved exceeds this threshold (since no capacity estimates or bases for calculation were provided), the experience of the MPCA has been that capacity provided for the number of ~esidences planned would be at least 50,000 gallons per day. If the city feels that capacity will not exceed the threshold for EAW preparation, please advise us accordingly. Two alternatives are available for preparation of the ~equi=ed .sewer ex- tension EAW. One involves preparation of the ~ocument by theM PCA, Since this requires a minimum of 90 days and entails a ~ecision by the TiPC~ citizens board, many communities elect to address wastewater issues as part of the residential development EAW. The MPCA will accept a locally prepared EAW to stand ~n lieu of one prepared by the agency, provided that s~fficient informa- tion is included in the locally prepared document.
