Raatikka <br /> <br />Minnesota Pollution Control Agency <br /> <br />15153 NW Nowthen Boulevamd <br />Anoka, Minnesota 55303 <br /> <br />Dear Mr. Raatikka: <br /> <br /> The Minnesota Pollution Control Agency ~MPCA~ staff has completed its ~eview <br /> of the Flintwood Hills 2nd Addition environmental assessment worksheet (EAW), <br />' In general, the document lacked sufficient information to enable a determina~ <br /> tion that an environmental impact statement (EIS) need not be prepared, ~reas <br /> lacking specific information include~ Need fo~ separate environmental review <br /> of waste treatment aspects, provisions fo~ wastewater treatment, noise impacts <br /> of neighboring roadways on residences, ai~ quality and noise impacts during <br /> construction, erosion dewatering water~ and storm wate~ management during and <br /> subsequent to construction, and the potentia~'fo~ impacts on the p~oposed <br /> municipal well field by the knoka s~nit~ry landfill. <br /> <br />Need for environmental review of sewage t~ea.t~e~' ~sp~ ~f the project.. <br /> <br /> 6 MCAR §3.038Q.2 requires that an environmental assessment worksheet be <br />prepared for sewer extensions with capacity in excess of 50~000 gallons per <br />day, and further provides that the MPC~ is the responsible governmental ~nit <br />(RGU) for such EAW's. While it is unclear whether the capacity of the sewer <br />extension involved exceeds this threshold (since no capacity estimates or <br />bases for calculation were provided), the experience of the MPCA has been <br />that capacity provided for the number of ~esidences planned would be at least <br />50,000 gallons per day. If the city feels that capacity will not exceed the <br />threshold for EAW preparation, please advise us accordingly. <br /> <br /> Two alternatives are available for preparation of the ~equi=ed .sewer ex- <br />tension EAW. One involves preparation of the ~ocument by theM PCA, Since <br />this requires a minimum of 90 days and entails a ~ecision by the TiPC~ citizens <br />board, many communities elect to address wastewater issues as part of the <br />residential development EAW. The MPCA will accept a locally prepared EAW to <br />stand ~n lieu of one prepared by the agency, provided that s~fficient informa- <br />tion is included in the locally prepared document.
