Raatikka <br />page 4 - Apr. 9, 1984 <br /> <br /> Fugitive dust and noise control measures should be incorporated into local <br />permits, grading plans, and contract specifications or other documents, as <br />appropriate. <br /> <br />~rosio~, dewateringLand__stormwater manage~nt <br /> <br /> The Department of Natural Resources (DNR) permit listed under attachment 1 <br />is properly referred to as a protected waters permit {to differentiate between <br />an NPDES discharge permit obtained from the MPCA) and is obtained for construc- <br />tion of discharge outfall structures below the high water mark. NPDES permits <br />are not normally required by the M~CA for StOrm water or dewatering water dis- <br />charges. Approval may be required by the Corps of Engineers under their Nationwide <br />Permit Program. However, the EAW should discuss volumes expected from dewatering <br />as well as methods to be utilized. Dewatertng operations ~ay also require a <br />water appropriations permit from DNR. <br /> <br /> The EAW should also have briefly addressed methods to be employed to control <br />soil erosion from storm water runoff during construction. These methods should <br />be included in local permits, grading and construction plans and construction <br />specifications, as appropriate. <br /> <br />Pr.o~osed m~nici~al well field <br /> <br /> The EAW should have addressed the potential for impacts of the existing <br />Anoka sanitary landfill on the proposed municipal well field which will serve <br />the project. As noted in item 11, the Minnesota Department of Health has permit <br />authority with relation to the well field. Well location is subject to review <br />and approval of the state ~ealth Department, as well as plans for the well and <br />various appurtenances. <br /> <br />Thank you for the opportunity to comment on the proposal.
