Nowthen Boulevard <br />Anoka, Minnesota 55303 <br /> <br />A~ril 9, 1984 <br /> <br />RE: Flintwood Hills 2nd Addition <br /> Environmental Assessment Worksheet (EAW) <br /> <br />Dear Mr. Raatikka: <br /> <br />The Department of Natural Resources (DNR) has reviewed the above-referenced <br />project and we offer the following comments for your consideration. <br /> <br />The EAW did not provide an adequate description of the alteration that will be <br />made to the on-~i, te protected wetland basin (Do. ll5w). It appears that t. his <br />basin will be used for a stormwater ponding area. The impacts of this use <br />will depend on the storage volume proposed,, any alterations that will be made <br />to the wetland, and the design and location of discharge outfall structures. <br /> <br />I <br />I <br />I <br />I <br />I <br /> <br />The wildlife habitat provided by the wetland environment may also be affected <br />by the project. Waterfowl, non-game birds, and small mammals use wetland <br />areas and would be adversely impacted by elimination of the natural habitat. <br />The grassland area of the project site provides habitat for pheasants, ducks, <br />small mammals, and jackrabbits. The latter are uncommon in this region but <br />are found near the project site. Lose of this habitat will adversely affect <br />wildlife populations in the project area. <br /> <br />Permits will be required from our Department for alteration of a protected <br />wetland, construction of a drainage outlet to the Rum River, and water <br />appropriation. In addition to the permit for domestic water use, a temporary <br />water appropriation permit will probably be required for dewatering of <br />trenches during construction. The permit thresholds are more than lO, O00 <br />gallons per day or 1,O00,O00 gallons per year. Any questions regarding <br />permits should be directed to Regional Hydrologist Kent Lokkesmoe at 296-7523. <br /> <br />We also encourage you to consider the attached guidelines regarding runoff and <br />erosion control.
