I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Honorable Mayor and City Council (3)

April 19, 19B4

We will be addressing noise impacts of neighboring roadways at
the time plans are prepared. Specifications will require
mitigative measures to be applied during construction to
minimize air and noise impacts.

10. Letter dated April 10, 1984 from Suzan Beale:

A market survey is presently being prepared by the developer.

Based on DNR's current map of protected wetlands the proposed
development will not require filling of a wetland. Alternation
of wetland No. l15W will be regulated by a DNR permit.

Impacts from the landfill on the City's municipal wells have
been a major concern of the City for a number of years.
Construction of municipal wells will have to be done in a
manner to minimize the potential for future impacts. Prior to
construction the Minnesota Department of Health is required to
review and approve the plans.

As previously stated, the alteration of the protective
wetlands will require a DNR permit. Impacts on wildlife
habitat will be kept to a minimum and will have to conform to
the DNR permit.

We will be preparing finding of fact to support your decision
for either a positive declaration or a negative declaration
for a E.I.S. These findings will be available at your April
24, 1984 Council Meeting.

If you have any questions in regard to the EAW, please let us
know.

Yours truly,

HAKANSON ANDERSON ASSOCIATES, INC.

Peter R.
