I I I i I I I I I I I I I I I I PROPOSED FINDINGS OF FACT FOR MR. CHARLES DELANEY, GAME FAIR '84 1) The City received a letter from John W. Green of 16011 Kangaroo Street questioning a commercial centure the size and scope of Game Fair in a resi- dential area. 2) That this topic was placed on the Council agenda May 24, 1984 for the City Council's review. 3) At the May 24, 1984 meeting, Mayor Gamec stated concerns have been brought to the Citys attention regarding the length of the fair, crowd control and parking and the afect of all these on area residents. ~ 4) That on July 17, 1984, Mr. Charles Delaney appli~.~fl_~foY~a temporary condi- tional use permit for the Game Fair to be held onZSeptember 1, 2, 3 and September 8 and 9, 1984 on the following described land: SE~ of NW~ - 17-32-25-24-0001 NE~ of SW~ - 17-32-25-31-0001 and commonly known as 8404 - 161st Avenue N.W. 5) That the applicant is surrounded on two sides by developed residential area and two sides undeveloped residential area. Lot sizes in the developed area vary in size between one and two acre. 6) Adjacent vacant land has not been platted and will not be affected by the proposed use. 7) That the adjacent developed land will be affected by the additional traffic during the five days that Game Fair '84 will be in operation by the people attending this activity. 8) That the streets are tarvia surfaced so there should not be a dust problem. 9) That there will be no problems created from smoke or unsightliness from Game Fair '84 being operated during those five days. 10) In past years the City has not had any reports or adverse affects on adjacent property platted or unplatted. 11) However, the City has had as stated above a concern about Game Fair being operated in an R-1 area. 12) That Game Fair is held primarily on Mr. Charles Delaney's property 'and the only involvement of outside property has been Central Park in the parking of vehicles or any other property he may have leased from private citizens for the purpose of parking. The City has not had a problem with the way their land has been left after Game Fair. We have never had any complaints filed with the City Administrator or at the Council meetings by citizens other than the one stated above in regares to Game Fair abusing peoples property.
