I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />TO: Mayor and Councilmembers <br />FROM: City Administrator <br />RE: Staff Report <br /> <br />1) Finance - The following is hereby submitted on this item: <br /> <br /> a) Cash rio':' report for June 1984 - You will receive this at the meeting. The major <br />hold-up here is the processing time requirement at Anoka's computer and the workload <br />here at our office. When our own computer is up and running, this problem will be <br />eliminated excep~ for the unplanned crisis. <br /> <br />b) Revenue and expenditure report for June 1984 - The same is true here as above. <br /> <br /> c) July 1984 tax settlement - I thought you would be interested in seeing the tax <br />settlement and the breakdown of it. <br /> <br /> d) Fiscal disparity - The time has finally arrived when Minneapolis is now paying <br />more into the fiscal disparity fund than they are receiving from it. It should also be <br />noted that fiscal disparity is now beginning to give the City of Ramsey a rather large <br />tax break. I think that now you will see Minneapolis joining the southwest suburbs in <br />lobbyin~ against fiscal disparity and trying to work a gimmick where'sy they will receive <br />more local government aid in that they are losing their financial support through the <br />fiscal disparity program. Inasmuch as Ramsey has always opposed fiscal disparity. We <br />surely wouldn't agree to anything that would be detrimental without a thorough study <br />of it. ~ <br /> <br />Consequently, in this next session we are going to have to watch all local government <br />and tax legislation ver~- carefully. <br /> <br /> e) Local government aid - As you will note, we have now received our first local <br />aid payment which does reflect our increase. <br /> <br /> f) Industrial reven~:e bonds - We didn't do so well in regards to the new law that <br />was passed which is too bad. The reason we didn't do too well is because of the lack <br />of use of the industrial revenue bonds in previous years. We can still use the IRB's but <br />now we will have to use the State's pot and they will have a say in who will receive <br />these dollars. <br /> <br />There is one bright side. Bob Muller's project which is in the making, was grandfathered <br />in according to Ralph McGinley's letter which I enclosed in the agenda. <br /> <br />2) Computer - This is currently being installed at the City Hall which is creating an <br />added burden and it will until it is completely up and running. <br /> <br />3) Economic Development - We are having more inquiries from individuals who want <br />to develop in Ramsey in the past six months than we have had in the past six years. <br />I'm not talking about housing developments. I'm referring to commercial/industrial <br />development. <br /> <br />4) General - We are just very busy here at City Hall with all the demands that are being <br />placed on us. <br /> <br /> <br />
