I I I I I I I I I I I I I I I I PROPOSED FINDINGS OF FACT FOR ROBERT AND BONNIE JOHNSON 1) The City Council, at their meeting of September 27, 1983, adopted Resolution #83-183 Declaring Adequacy of Petition and Ordering Preparation of a Report for Street Improvement Project #84-2 Rolling Green Addition. 2) The City Council at their meeting of October 25, 1983, adopted Resolution #83-193 Receiving the Report on Project #84-2 (Rolling Green). 3) The City Council at their meeting of February 28, 1984, adopted Resolution #84-20 Calling for tlearing on Improvement Project #84-2 for Rolling Green Addition. Said public hearing was ordered for April 17, 1984 at 7~30 P.M. 4) A notice of said public hearing was placed in the City's official news- paper according to ]aw and individual notices were mailed to all affected residents. 5) The public hearing was held on April 17, 1984, and input was received from numerous residents. Mr. Robert Johnson's name did appear in the minutes as having input. 6) On April 24, 1984, the City Council adopted Resolution #84-72 Ordering Street Improvement Project #84-2 for Roiling Green Addition. 7) A letter was received from Robert and Bonnie Johnson dated April 23, 1984 requesting Lot 2 Block 3 be combined with their unplatted lot as is combined on their mortgage. 8) On May 24, {984, the City Council adopted Resolution #84-96 Approving Plans and Specifications, Ordering Bids for Street Improvement Project #84-2 and setting the bid opening ~or June 12, 1984. 9) A letter was received from Robert and Bonnie Johnson dated May 29, 1984, requesting a half unit assessment on Lot 2 Block 3 Rolling Green Addition due to the fact they their principle structure is on the unplatted lot and their garage is located in Lot 2 Block 3 of Rolling Green Addition. They do ingress and egress from Nowthen Blvd. 10) The City Council at their meeting of June 12, 1984, directed City Staff to prepare findings of fact regarding Robert and Bonnie Johnson's request for a half unit assessment on Lot 2 Block 3 Rolling Green Addition for their reviewal at their July 24, 1984 meeting. 11) On June 12, 1984, the City Council adopted Resolution #84-105 Receiving and Awarding Bids for Street Improvement Project #84-2 to Hardrives, Inc. 12) The assessment policy for all projects is to divide the total cost by the total number of buildable parcels of land. 13) The City of Ramsey's criteria for determining a parcel's buildability are:
