I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />PROPOSED FINDINGS OF FACT FOR <br />ROBERT AND BONNIE JOHNSON <br /> <br />1) The City Council, at their meeting of September 27, 1983, adopted Resolution <br />#83-183 Declaring Adequacy of Petition and Ordering Preparation of a Report for <br />Street Improvement Project #84-2 Rolling Green Addition. <br /> <br />2) The City Council at their meeting of October 25, 1983, adopted Resolution <br />#83-193 Receiving the Report on Project #84-2 (Rolling Green). <br /> <br />3) The City Council at their meeting of February 28, 1984, adopted Resolution <br />#84-20 Calling for tlearing on Improvement Project #84-2 for Rolling Green <br />Addition. Said public hearing was ordered for April 17, 1984 at 7~30 P.M. <br /> <br />4) A notice of said public hearing was placed in the City's official news- <br />paper according to ]aw and individual notices were mailed to all affected <br />residents. <br /> <br />5) The public hearing was held on April 17, 1984, and input was received from <br />numerous residents. Mr. Robert Johnson's name did appear in the minutes as <br />having input. <br /> <br />6) On April 24, 1984, the City Council adopted Resolution #84-72 Ordering <br />Street Improvement Project #84-2 for Roiling Green Addition. <br /> <br />7) A letter was received from Robert and Bonnie Johnson dated April 23, 1984 <br />requesting Lot 2 Block 3 be combined with their unplatted lot as is combined <br />on their mortgage. <br /> <br />8) On May 24, {984, the City Council adopted Resolution #84-96 Approving <br />Plans and Specifications, Ordering Bids for Street Improvement Project #84-2 <br />and setting the bid opening ~or June 12, 1984. <br /> <br />9) A letter was received from Robert and Bonnie Johnson dated May 29, 1984, <br />requesting a half unit assessment on Lot 2 Block 3 Rolling Green Addition <br />due to the fact they their principle structure is on the unplatted lot and <br />their garage is located in Lot 2 Block 3 of Rolling Green Addition. They <br />do ingress and egress from Nowthen Blvd. <br /> <br />10) The City Council at their meeting of June 12, 1984, directed City Staff <br />to prepare findings of fact regarding Robert and Bonnie Johnson's request <br />for a half unit assessment on Lot 2 Block 3 Rolling Green Addition for their <br />reviewal at their July 24, 1984 meeting. <br /> <br />11) On June 12, 1984, the City Council adopted Resolution #84-105 Receiving <br />and Awarding Bids for Street Improvement Project #84-2 to Hardrives, Inc. <br /> <br />12) The assessment policy for all projects is to divide the total cost by <br />the total number of buildable parcels of land. <br /> <br />13) The City of Ramsey's criteria for determining a parcel's buildability <br />are: <br /> <br /> <br />
