I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />2) Assigning Precinct Liaison - In accordance with Section <br />3.02 of the Charter, Council will have to assign Council <br />members to serve as liaison to precincts. <br /> <br />3) Establishment of new purchasing policy - In accordance <br />with Section 7.07 of the City Charter, we will have to adopt <br />a new purchasing policy. <br /> <br />4) Budget Process - In accordance with Sections 7.02 and <br />7.05 of the City Charter we will be devoting a considerable <br />amount of time to be in compliance. <br /> <br />5) Bonding for Improvements - In accordance with Section <br />7.10 of the City Charter, it appears all bond issues will <br />require an election even if the project is totally special <br />assessed out to the citizens. <br /> <br />6) Local Improvement Ordinance and P~gulations - In accord- <br />ance with Section 8.03 of the City Charter, we are going to <br />have to amend those ordinances that are in conflict with <br />Chapter 8 of the Charter. You have 90 days to be in com- <br />pliance with the charter which means we have to get this <br />accomplished by September 22, 1984. <br /> <br />Council Action: Your action will be as follows: <br /> <br />a) Newsletter - Establish format and funding for City news- <br />letter. <br /> <br />b) Assign Precinct Liaison - Appoint Councilmembers to <br />represent precincts. <br /> <br />c) Establishment of new purchasing policy - Council author- <br />ization to commence work on this document which can be <br />accomplished by resolution or ordinance. ~nis policy is <br />going to be very difficult for the City to develop because <br />of the requirements contained in 7.07.02 of the Charter. <br /> <br />d) Budget Process - We will probably have to request an ex- <br />tension of time in preparing the budget document for 1985 <br />because of the requirements contained in Chapter 7 of the <br />Charter. <br /> <br />e} Local Improvement Ordinance and B~gulations - Council <br />authorization to bring City Ordinances in compliance with <br />City Charter. <br /> <br /> CAS~ ~10: TRANSFER OF FUNDS FROM LANDFILL TRUST FUND %801 TO GENERAL FUND <br /> <br /> J~ It is requested that Council approve of the following transfer <br />~,~~\~,~, of fun~s: <br /> <br /> <br />
