I I I I I I I I I I I I I I I I 2) Assigning Precinct Liaison - In accordance with Section 3.02 of the Charter, Council will have to assign Council members to serve as liaison to precincts. 3) Establishment of new purchasing policy - In accordance with Section 7.07 of the City Charter, we will have to adopt a new purchasing policy. 4) Budget Process - In accordance with Sections 7.02 and 7.05 of the City Charter we will be devoting a considerable amount of time to be in compliance. 5) Bonding for Improvements - In accordance with Section 7.10 of the City Charter, it appears all bond issues will require an election even if the project is totally special assessed out to the citizens. 6) Local Improvement Ordinance and P~gulations - In accord- ance with Section 8.03 of the City Charter, we are going to have to amend those ordinances that are in conflict with Chapter 8 of the Charter. You have 90 days to be in com- pliance with the charter which means we have to get this accomplished by September 22, 1984. Council Action: Your action will be as follows: a) Newsletter - Establish format and funding for City news- letter. b) Assign Precinct Liaison - Appoint Councilmembers to represent precincts. c) Establishment of new purchasing policy - Council author- ization to commence work on this document which can be accomplished by resolution or ordinance. ~nis policy is going to be very difficult for the City to develop because of the requirements contained in 7.07.02 of the Charter. d) Budget Process - We will probably have to request an ex- tension of time in preparing the budget document for 1985 because of the requirements contained in Chapter 7 of the Charter. e} Local Improvement Ordinance and B~gulations - Council authorization to bring City Ordinances in compliance with City Charter.
