Hutchison
Director of Environmental Management
County of Anoka
Courthouse, 4th floor
Anoka, MN 55303

RE: Routine Groundwater Monitoring
Anoka Municipal Sanitary Landfill

Dear Mr. Hutchison:

This letter will confirm our discussions of October 9, 1984, regarding
routine groundwater monitoring at the Anoka Municipal Sanitary
Landfill. We have previously submitted to you information regarding
the analytical labs that will be providing these monitoring services.
The labs include ETC and RMT. ETC is the primary lab and will provide
the organic analysis and overall quality control and assurance; RMT
will provide the inorganic analysis and qualified personnel for field
sampling and shipping, and custodion control of those samples. It is
our understanding, based on your review of these labs, that they will
provide an acceptable level of quality control and assurance and adhere
to the intent of the Anoka County ordinance.

As we discussed, information that will be submitted by ETC will no
longer have the elaborate codes and identification numbers on them. We
will clearly identify that this information is for the Anoka Municipal
Sanitary Landfill. This change is a result of your comments and
suggestions. You further requested that reporting of table two
constituents be done in a categorized and organized manner and that
future reporting of such constituents be done in the same manner.
Since you will be providing a final list of the table two constituents
in the near future, if you will put those in the order you desire them
to be reported we shall take the necessary actions to provide you with
that reporting format.

As you know a slight problem developed during the first week of October
when a well inventory program was conducted at the landfill.
Inadvertently, we removed the well wizards and placed them on the
ground which potentially contaminating these devices. Since they were
subsequently replaced in the well, it was not possible for use to
conduct the VOC or table two constituents monitoring on October 8 and
9, 1984.

The well wizards have been removed, decontaminated, and inspected for
any possible damage. After the well wizards were reinstalled, the
wells were thoroughly redeveloped. It was decided that only the
