I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Page -2-
Mr. Robert M. Mutchison

October 16, 1984

gather groundwater monitoring data on three separate occasions to
establish a base data regarding the extent of any contamination· After
this data has been obtained, it will take approximately one or two
months to prepare the final report· ~t is, therefore, anticipated that
a final report documenting well construction placement, flow directions
and groundwater munitoring results will be submitted on or about August
1, 1985.

During the monitoring process, we would be willing to sit down on a
monthly basis and discuss the results as they are obtained so that you
and other agencies are appraised of the progress and results of this
field study. Mowever, until all results have been obtained, it is
sometimes difficult to come to a conclusion or to thoroughly evaluate
the statistical importance of such data.

It would be our intent to include the identification of two or three
locations for deep wells in the November 19th submittal in association
with the lower drift or upper bedrock zone. The purpose of installing
such wells during December would be to identify groundwater flow
directions in the lower drift or upper bedrock zone. Once that
information has been obtained, a monitoring program for the deeper
water bearing zone can be prepared and implemented. Where possible,
this work would be coordinated with the above work to aid in
identifying the extent of contamination. Since less information is
known on the deep zone at this time, it is not possible to accurately
assess a schedule for such at this time, but such a program can be
outlined by the date requested.

It is anticipated that the resistivity survey information will be
available by November 8th and that a preliminary plan for the location
of additional wells will be available. We would, therefore, like to
meet with yourself, representative (s) from MPCA, and Bart Engineering
to review the preliminary results and the suggested well locations. We
understand that you will be discussing the involvement of Barr
Engineering with the County Commissioners and will invite them if
appropriate. As always, you are welcome to inspect our field work at
any time during this process and we would be happy to answer any
questions that should develop. Please do not hesitate to contact us.

Sincere ly, ~ /

District Engineer
Environmental Management

~K/klr
cc: Terry Miller, Site Manager
Don Otter, General Manager

George Buyer, Hickok & Assoc.
Gerald Sevick, Foth & Van Dyke
Marold Cahill, Regional Engineering Manager
James O'Connor, District Manager
James Kolar, City of Ramsey
Bruce Nelson, MPCA
