Hutchison
Director of Environmental Services
County of Anoka
Courthouse, 4th Floor
Anoka, MN 55303

RE: Groundwater Znvestigation
Anoka Municipal Sanitary Landfill

Dear Mr. Butchison:

It was a pleasure meeting with you on October 9, 1984, and discussing
our proposed groundwater investigation for the subject facility. The
purpose of this letter is to identify the anticipated schedule for this
work and outline the major activities that will be performed.

As you know we have retained Foth & Van Dyke and Associates and Hickok
& Associates to perform and carry out this investigation. After
reviewing your letter of August 21, 1984, and discussin9 these matters
with our consultants, we determined that it would be best if all
available geologic and hydrogeologic information pertaining to the site
was gathered into one report. This has been done by Hickok &
Associates and various maps summarizing that data were presented during
our October 9th meeting. Based on our review of that existing data and
our discussion, the resistivity survey appears to be a reasonable
approach to identifying the extent of contamination and the location of
additional monitoring wells. Based on our discussion and your
concurrence, Mickok & Associates will proceed to perform the
resistivity survey on October 15 through 17, 1984. You are invited and
welcome to oversee that survey during its field implementation.

The above summary report, the results of the resistivity survey, and
a drawing with the locations of any additional proposed groundwater
monitoring wells will be submitted to you on or about November 19,
19B4. This will allow you time to forward our report to the County's
consultant and conm%issioners in anticipation of our presentation on
November 29, 1984. The purpose of this first submittal is to provide a
common data base for all those involved and the identification, through
resistivity techniques, for the location of any additional proposed
groundwater monitoring wells. The County's review and approval of this
report and suggested well locations will be necessary so that we can
proceed to the second step which will involve the placement,
construction, and monitoring of the additional wells.

With approval in late November or early December, the additional
monitoring wells can be installed by approximately January l, 1985. It
is expected that approximately one or two months will be required to
stabilize the wells and approximately three months will be required to
