I <br />I' <br />I <br />I <br />I <br />I <br /> I <br />I <br />I <br /> I <br />I <br /> I <br />I <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />RE: <br /> <br />MEMO <br /> <br />Ramsey City Council <br /> <br />City Staff <br /> <br />March 21, 1984 <br /> <br />Recommendations on Implementation of the On-Site Sewage <br />Disposal Systems Inspection Program <br /> <br />The attached following items have been prepared by City Staff to implement the <br />on-site sewage disposal system inspection and maintenance program: <br /> <br />1) A preliminary letter describing the program <br />2) On-Site Sewage Disposal System Location and Maintenance Report <br />3) Septic Tank Pumping Permit <br /> <br />We have also prepared a map to show which areas are the most likely to pollute <br />or fail. This map will be available for review at your March 27, 1984 council <br />meeting. <br /> <br />In setting up the program, we reviewed several options which could be used in <br />implementing the ordinance. These options, with pros and/or cons, are as <br />follows: <br /> <br />l) <br /> <br />Have the City complete the initial inspection and assess the cost <br />to the homeowner. <br /> a. Provides more consistent reporting <br /> b. Detects more systems that have failed or are in violation <br /> of the City Code <br /> c. Initial cost to homeowner is higher <br /> <br />2) <br /> <br />City takeover responsibility for pumping <br /> a. Contract with pumper reduces cost per tank pumping <br /> b. City has all information about riser pipe and manhole <br /> locations which saves homeowner time <br /> c. City maintains control over pumping <br /> d. Benefits city by reducing failures due to infrequent <br /> pumping - may delay need for sewer <br /> e. Eliminates need for checking sludge and scum levels-- <br /> inspect only for failed drainfield. <br /> <br />3) <br /> <br />Individual contracts with pumper <br /> a. Requires follow-up by city that tank was pumped in <br /> two-year time limit. <br /> b. Variable quality of pumping - solids removal <br /> c. High cost <br /> d. No less control over disposal of septage <br /> <br /> <br />
