Section 9, Page 9 of the Policy lists the "Life Expectancies or Service Lives of Public <br />Improvements". The life expectancy noted in the Policy for Storm Sewers is 60 Years, and for <br />Street Improvements 60 years. Andrie and 164th were built around 30 years ago. <br />Because of this improvement project's extensive replacement of existing storm sewer <br />infrastructure, one can only determine that the initial improvements were either inadequate, <br />undersized, or improperly engineered when installed. <br />The Policy on page 10, Section 10, item C; "Storm Sewer Improvements" states the following. <br />"The replacement of existing storm sewers is paid for entirely through the Stormwater Utility <br />Fund" <br />Therefore, we ask that the city remove all costs associated with the Storm Sewer replacement, <br />for this improvement project, including excavation, removal, and replacement of the storm sewer <br />infrastructure. <br />As part of this improvement project Andrie and 164th have been re -engineered with new <br />elevations. As a result, additional costs have been incurred re -configuring existing streets and <br />trails to the new elevations. Additional costs related to rebuilding each collector street <br />intersection, driveway, and trail connection has added significant costs to this project. <br />Due to elevation changes, and re -engineering, over 50 feet of Muirfield Circle had to be <br />removed and rebuilt, including removal of asphalt, installation of concrete curb, and new <br />asphalt. The City also had to rebuild a portion of Alpine Drive, including removal and <br />replacement of a large portion of asphalt to force the re -alignment of the elevations. The same <br />is true for the city's park trail along Alpine Drive. <br />Since this project is not yet complete, it's uncertain what the full scope of these additional costs <br />along Andrie and 164th will be. The city is asking that the additional costs incurred as a result of <br />re -engineering elevations be borne by only a select number of properties. <br />The Policy on page 5, Section 6, item 2, City Cost, states "Where the project cost of an <br />improvement is not entirely attributed to the need for service to the area served by the <br />improvement, or where unusual conditions beyond the control of the owners of the property in <br />the area served by the improvement would result in an inequitable distribution of special <br />assessments, or for any other reason determined by City, the City, through the use of other <br />funds, may pay such "city cost"." <br />We ask that the City remove the costs associated with the re -configured elevations from the <br />project's Assessable Costs. <br />Thank you for your prompt action regarding these items.
