letters of appeal from property owners Glen Hardin and Greg Koenig, opposing the assessment <br />that will be entered into the public record as Exhibits A and B. <br />Mayor Strommen confirmed that each of the members of the Council received the appeal letters <br />through email. <br />Public Hearing <br />Mayor Strommen called the public hearing to order at 7:35 p.m. <br />Citizen Input <br />Glen Hardin, 15681 Andrie St, stated that he sent a letter to each member of the Council and <br />asked them to consider his comments. He stated that while he understands that the Council <br />approved the assessment policy in 2015, he would believe that the Council found that policy fair <br />and noted that he does not believe the policy is being applied consistently. He referenced the per <br />lot assessment and read a portion of the policy regarding that method of assessment noting that <br />there are no exceptions listed in the policy as it states all parcels within the benefited area. He <br />stated that if the City is not going to include lots in the assessment, he would ask that the City <br />cover the portion of assessments that are not being charged. He referenced the portion of the <br />policy regarding storm sewer which states that storm sewer being installed in new developments <br />shall be assessed to the lots while replacement to existing storm sewer shall be funded entirely by <br />the utility replacement fund. He asked the City to follow its policy and pay for the storm water <br />costs through the utility replacement fund and charge all lots within the benefited area for <br />assessment. He provided photographs of the work which he believed to not be up to par. <br />Marci Lenander, 15920 Andrie St, stated that she also has the same concerns as the previous <br />resident, specifically how the properties were assessed. She stated that it seemed as if your <br />mailbox was on Andrie Street then you got assessed while if your mailbox was on a side street <br />you did not get assessed. She explained that the people on the side streets use Andrie Street <br />every day and cannot access their home without using Andrie Street. <br />Benjamin Koenig, spoke in representation of his father Greg Koenig of 9254 164th Lane NW, <br />stated that he was looking at the map and noted that both Andrie Street and 164th are major roads <br />for that development and are used by everyone in that area. <br />Ms. Lenander commented that the road by her home is completed and looks beautiful along with <br />the curb and gutter and replacement sod. She stated that although there is concern with the <br />assessment, the project was well put together. <br />Mr. Koenig stated that he lives along the portion of roadway that is not yet completed. He asked <br />whether the sod would still be installed this fall or whether that would be delayed until spring. <br />City Engineer Westby explained that phase three of the project is awaiting the cure of the <br />concrete curb and gutter. He reviewed the remaining project schedule, noting that the plan is to <br />City Council / October 25, 2016 <br />Page 5 of 15 <br />
