He stated that plan includes <br />installation this fall and noted that there is a warranty for that work. <br />Mr. Koenig stated that he was really impressed that the end of their driveway was replaced with <br />concrete, as they have a concrete driveway. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Johns, to close the public <br />hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Johns, Kuzma, <br />Riley, Shryock, and Williams. Voting No: None. <br />The public hearing was closed at 7:48 p.m. <br />Council Business <br />Councilmember LeTourneau asked staff to summarize the second letter received that was entered <br />into the record. <br />City Engineer Westby summarized the letter which stresses seven points. He noted that the first <br />group of concerns fall under the category that the roadway was not properly maintained which <br />led to the early degradation of the road while the other group of concerns fall under the <br />assessment policy and which lots should have been included in the assessment. <br />Mayor Strommen asked City Engineer Westby to further explain the assessment policy and how <br />lots are determined for assessment. <br />City Engineer Westby explained that the assessment policy is based on assessments over a 60- <br />year design life for street reconstructions. He stated that the intent of the policy is to be equitable <br />and share the cost along the people that use those roads. He acknowledged that both of these <br />roads are collector roads and explained that if the people on the side roads were assessed for this <br />type of project they would be assessed twice as they would be assessed when their own roadway <br />is repaired. He noted that could lead to concurrent assessments for a single property and that is <br />why the intent of the policy is to be equitable. He noted that ineligible costs were removed from <br />the cost to be assessed, such as MSA design standards. <br />Mayor Strommen noted that only 25 percent of the entire eligible project cost is proposed for <br />assessment and the remainder is funded by the City, which is in essence a shared cost between all <br />the residents. <br />Councilmember LeTourneau asked for additional information on the lots not included in the <br />assessment but within the project area. <br />City Engineer Westby identified residential properties that although they have frontage on <br />Andrie Street, have their accesses on other roadways and will be assessed when those roadways <br />City Council / October 25, 2016 <br />Page 6 of 15 <br />
