Motion by Councilmember Riley, seconded by Councilmember Johns, to Adopt Resolution # 16- <br />10-202 Adopting Assessment Roll Certifying Andrie Street and 164th Lane Reconstruction, <br />Improvement Project #16-00, Division C. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Johns, Kuzma, <br />LeTourneau, Shryock, and Williams. Voting No: None. <br />Mayor Strommen thanked everyone that made comments tonight. She stated that the City <br />struggled with a method to fund road improvements and recognizes that this is a hard subject. <br />6.03: Public Hearing to Consider Platinum Properties Group Business Subsidy <br />Agreement & Purchase Agreement (Portions May be Closed to the Public) <br />Presentation <br />Asst. City Administrator/Economic Development Manager Brama reviewed the staff report and <br />noted that the purchase agreement may be discussed in closed session. He stated that the City <br />invited Platinum Properties Group to apply for a business subsidy in September; Platinum <br />Properties did apply and Ehlers completed an audit/underwriting. He stated that the closed <br />session memo includes a recommendation from Ehlers. He stated that the EDA and City Council <br />reviewed this project on multiple occasions and provided general support of the project with <br />direction provided to continue working with the developer. He stated that at the most recent <br />meeting of the EDA, support of the project was confirmed and three requested changes to the PA <br />were made and accepted by Platinum Properties Group. He stated that the Planning Commission <br />met regarding this project from a land use perspective and was generally excited for this project <br />and comfortable with the proposed land use from a very preliminary perspective. <br />Public Hearing <br />Mayor Strommen called the public hearing to order at 8:23 p.m. <br />Citizen Input <br />There was none. <br />Motion by Councilmember Shryock, seconded by Councilmember LeTourneau, to close the <br />public hearing. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, LeTourneau, Johns, <br />Kuzma, Riley, and Williams.
