Councilmember Williams arrived at 5:36 p.m. <br />The Council reconvened to open session at 6:00 p.m. <br />Human Resources Director Lasher stated that the Council and staff discussed the 2017-2018 <br />union contract negotiations and noted that staff will continue negotiations. <br />2.02: Police Department Staffing Request <br />City Administrator Ulrich reviewed the staffing request from the police department. <br />Police Chief Katers reviewed the staff report. <br />Human Resources Manager Lasher stated that at 15 hours per week, the additional staffing <br />position will be budget neutral because of savings the department will receive in other areas. <br />She stated that if the position were allowed to be 15-20 hours there would be a cost to the budget. <br />She noted that this particular employee is also trained in fire department matters and would be <br />able to assist in that position if needed. <br />Mayor Strommen arrived at 6:07 p.m. <br />Councilmember Kuzma asked if there is a timeline for completion of paperwork required by law. <br />Police Chief Katers agreed that there is timeliness required for a lot of the requests, providing <br />examples. He noted that there are also statutory requirements for time in reporting and a lot of <br />regulations in regard to police reporting. <br />The consensus of the Council was to authorize Human Resources Manager Lasher to conduct an <br />internal recruitment for a 15-20 per week part-time police technician. <br />City Administrator Ulrich noted that this item will come back before the Council for formal <br />approval as well. <br />2.03: Consider Master Parks Plan for The COR and Schematic Design for "Lake Ramsey <br />Commons" <br />Parks and Assistant Public Works Superintendent Riverblood reviewed the staff report. <br />Councilmember Johns commented that she loves the plan. <br />Parks and Assistant Public Works Superintendent Riverblood noted that if there is consensus <br />from the Council he would move to have this item on the November 7th Council meeting. <br />Councilmember Kuzma asked the design costs for the project. <br />City Council Work Session / October 25, 2016 <br />Page 2 of 5 <br />
