Parks and Assistant Public Works Superintendent Riverblood stated that the design costs would <br />be $25,000 and the available fund would have $15,000 left after that cost, which he believed <br />would be sufficient for the schematics. <br />Councilmember LeTourneau stated that Happy Days continues to be successful and will continue <br />to do some growing. He asked how that event would work into this design. <br />Parks and Assistant Public Works Superintendent Riverblood stated that there will be open <br />spaces in a few areas to allow for the event to continue. He noted that some streets could be <br />closed off for events to provide additional space. He stated that perhaps the event would be <br />stretched out to Lake Ramsey which would provide additional space. <br />Councilmember Shryock stated that if the green space interconnects, then the event could stretch <br />throughout that entire area. <br />Councilmember Riley commented that on Thursday the process for revisioning will begin to <br />determine future desires for The COR and therefore questioned the timing of this decision. He <br />stated that the cost always seems astronomical as spending $40,000 for just the ideas and plans is <br />a lot. He stated that it is suggested that one firm be chosen and noted that the City could miss out <br />on opportunities for additional creativity that may also have lower rates. He asked what would <br />have happened if the decision was made in 2009, noting that this seems like making a decision to <br />get ahead of something that you do not know the timing of. <br />Councilmember LeTourneau stated that if the decision had been made in 2009 that could have <br />created forward momentum. <br />Councilmember Johns stated that with these types of projects you have to create a plan as the <br />projects are phased in over time, therefore you must know the footprint. She stated that it took <br />15 years to build Elmcrest and the planning has to be put ahead of the game or you will never get <br />ahead. <br />Councilmember Kuzma commended staff for creating this concept. He stated that the job of the <br />Council is to have a vision for the path you would like to lead the City and noted that there is a <br />lot of planning that must occur. He stated that the job of the Council is not only to look at today <br />but 30 years into the future to ensure the proper investments are made. <br />Councilmember Williams agreed with the comments of Councilmember Kuzma that planning is <br />important. She stated that she is concerned with the phasing of The COR, specifically the <br />northwest corner of The COR. She stated that the event on Thursday night will help the Council <br />and EDA answer some of those questions and will provide a better vision. She stated that the <br />input that will be gained on Thursday night will help to solidify the plan for the parks. <br />Mayor Strommen stated that the meeting on Thursday night will help to provide outside ideas on <br />The COR, noting that parks is an important part of The COR. She stated that she struggles that <br />the conversations regarding the market for The COR and the parks plan have been separated into <br />two separate discussions that are not parallel.
