MEMO

TO: File

FROM: Russ Zastrow

RE:

DATE:

R_~pair of Sanitary Sewer Service at L13, B2 of Flintwood
Hills 2nd Addition

December 13~ 1985

On Tuesday, December 10, 1985, I was sent by the City Engineer, Peter
Raatikka, to investigate a report of a clogged sanitary sewer service
at the above location.

Prior to my arrival, an attempt had been made to clear the line with a
"sewer snake". This was done under the direction of Dick Carson, the
developer. At that time, the cleaner operator indicated that the clog
was probably composed of sand and was located approximately 80-85 feet
from the cleanout located in the house basement.

Upon my arrival, I met with the service line installer and, with him,
surveyed the situation in the basement of the residence.

Damage to the basement interior was nil. Whatever sewage backup that
had occured had dumped over into a perimeter drain sump that was
adjacent to the floor drain. This appears to have been minimal and at
the time of observation the area was dry. There was no evidence of an
odor problem.

After locating the general area of the city's service riser, the
installer proceeded to break through approximately 1 to 1-1/2 feet of
frost and dig up the connection he had made to the city line. In the
process of excavating the service, the line was broken and the lines'
contents spilled into the hole. Also, considerable cavitation occured
both toward the house and under the driveway owing to the sandy, wet
soil below the frost line.

At Dick Carson's direction, the sewer cleaner was again called and an
attempt was made to clear the line from a point approximately four
feet from the City's riser. Again, no progress could be made against
the clog, as the "snake" would bury itself and could not move the
sand.

At this point, it was decided that a sewer jet would be required to
remove the sand from the line. Roto Rooter was called by Mr. Carson
and they said they could be on-site tomorrow a.m.
