The estimated
costs are as follows:

Alternate I: Current Assessment Policy

1. City staff time to prepare assessment roll: $3,600.00
2. Engineering cost (assessment roll & public hearing): 1,600.00
3. Publication: 100.00
4. Mailing: 200.00

Total Estimated Cost:

$5,500.00

Alternate II: Storm Sewer Improvement Taxing District

1. Draft ordinance to established district: $550.00
2. Public hearing: 550.00
3. Publication: 100.00
4. Mailing or deliver notice (optional): 300.00

Total Estimated Cost:

$1,500.00

Alternate III: City Wide Storm Sewer Improvement Taxing District

1. Draft ordinance to establish district: $550.00
2. Public hearing: 550.00
3. Publication: 100.00
4. City wide mailing (optional): 800.00

Total Estimated Cost:

$2,000.00

Alternate I is considerably more costly due to the work required to
identify all benefited property owners and assessment amounts. In
addition, the on-going annual maintenance of the assessment roll for a
project of this magnitude is very costly.

The City Wide Storm Sewer Improvement Taxing District would cost
slightly more than the cost for a localized Taxing District. However,
once a city wide district is established, the City could initiate
future projects without adopting ordinances to create new taxing
districts.
