As amended by the <br />Metropolitan <br />Council at its <br />meeting on 01/09/86. <br /> <br /> METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota <br /> 612-291-6359 <br /> <br />55101 <br /> <br />TO: <br /> <br />Metropolitan and Community Development Committee <br /> <br />FROM: Long Range Planning Department (Barbara Senness) <br /> <br />SUBJECT: Environmental Assessment Worksheet (EAW) Scoping Document <br /> Northfork Planned Unit Development in Ramsey <br /> Metropolitan Council District 9 <br /> Metropolitan Council Referral File No. 13363-1 <br /> <br />North Fork, Inc. is proposing to develop 255 single family residential lots in <br />several phases on a total site area of 1,253 acres. (Of the total lots, 42 <br />are already platted.) The average lot size is 2 1/2 acres and the overall <br />density is roughly one unit per five acres. The developer is also proposing a <br />maximum of 140,000 square feet of commercial use and 700 associated parking <br />spaces along Highway 10. The project is located along the western border of <br />Ramsey in the city's Rural Service Area. Under Minnesota Environmental Quality <br />Board (MEQB) regulations, since the project involves more than 100 unattached <br />units in an unsewered area, it requires the preparation of an Environmental <br />Impact Statement (EIS). <br /> <br />AUTHORITY FOR REVIEW <br /> <br />MEQB rules require a public scoping process-for any EIS. The'scoping process <br />is used to reduce'the scope and bulk of an EIS; to define the form, level of <br />detail, content, alternatives, time table for preparation and preparers of the <br />EIS; and to determine the permits for which information will be developed <br />concurrent'with the EIS. The rules further state that an EAW will be the basis <br />for the scoping process. <br /> <br />EAWs prepared 'under the Minnesota Environmental Review Program must be <br />submitted to the Metropolitan Council and other a.~encie~. Any recipient of an <br />EAW or member of the public may make comments and recon~endations to the <br />responsible agency{ies). The responsible agency for this project i%the city <br />of Ramsey. <br /> <br />BACKGROUND <br /> <br />In December 1985, the Council reviewed a related referral (File No. 133!5-1) <br />for FHA Subdivision approval that would make the proposed housing units in the <br />first phase of the Northfork development eligible for federal mortgage <br />insurance. The first phase consists of 42 lots on 136 acres with outlots <br />totaling 1,120 acres. The Council stated that with the outlots undeveloped, <br />the proposal was consistent with Metropolitan Development Framework policies. <br />However, the Council also recommended that further phases of this development <br />be reviewed again for consistency prior to approval. <br /> <br /> <br />
