Alternatives <br /> <br />Listed below are alternatives to the proposed development that should <br />be considered in the ELS for this develol~ent. <br /> <br />1. Relocate the access to the development from Trunk Highway 10/169. <br />Access could be relocated to another existing access point from <br />the highway and that intersection oould be expanded/improved to handle <br />the increased traffic. Access could also be relocated to a different <br />point along the highway which would not interfere with the traffic <br />movements of the weigh station. <br /> <br />2. Allow the area to ~%3velop without any planned unit development <br />controls and planning. Develolm~nt of single family residential units <br />would occur randomly and most likely, ~uld not p~eserve much, if any, <br />open sp~ce on the site. <br /> <br />3. Oonsider the develol~ent in terms of a revised master site plan <br />dated December 31, 1985. ~e developers submitted this variation on <br />the original master site plan which includes less development on the <br />southeast side of Lake Itasca and revised roadways and lot <br />configurations in west ~entral portion of the development. <br /> <br />4. Allow the open space in the development to be used for other <br />purposes, for instance, agricultural purposes, rather than being left <br />as open space as proposed by the developers. <br /> <br />5. Any alterations that may be necessary to the site plan and <br />development due to any archeological or historical resources that may <br />be identified. <br /> <br />VI. OONfLDS IONS <br /> <br />According to 6 MCAR 3.039M, this development must complete an <br />Environmental Impact Statement (ELS). Based on the co~ents received <br />during the sa)ping EA~ process and the findings of fact, the issues to <br />be addressed in this ELS include those issues outlined above and <br />listed below as follows: <br /> <br />a. Ground Water Quality; <br />b. Development of Wetlands and Steep Slopes; <br />c. Surface Water; <br />d. Traffic Safety/Access from Trunk ~ighway 10/169; <br />e. Public Services; <br />f. Loss of a Natural Resource; <br />g. Wildlife Habitat; <br />h. Archeological and Historical Resources; and <br />i. Density. <br /> <br /> <br />
