I
I
I
I
I
I
I
I
I
I
I
I

Senator Dahl requested that a respresentative of Ramsey c. al] him to set up a
meeti,g with the Co~missioner of the Detmrtment of Transportation.

M~yor Beitman referred to an article in the League of Minnesota Cities Action
Alert regardin9 the Governor's budget proposal, the deficit and cuts and stated
that Ramsey is a fiscally responsible City and should not be asked to subsidize
s~me other city's fiscal irresponsibility.

Senator Dahl stated that he assisted Ramsey and Andover in obtaining their fair
share of State aids; no~ those cities are expectin9 and budgeting for that
amount and it would be unfair of the State not to live up to that oon~i~ent.
If city cDuncils would oo~unicate their ooncerns to legislators, it is more
likely that the cuts will be made in areas other than municipal State aids.

Mayor Heitman stated that Ramsey only wants to survive without State aids to
the same degree that everybody else is being required to survive without it.
Mayor Beitman also stated that education is expensive but ignorance is much
more oostly.

Councilmember (3ox replied that it doesn't mean a bunch of degrees will make a
person not ignorant.

Councilmember Cox irguired as to what can be done about the situation where the
State allows police departments to virtually take whatever they want for a wage
increase whether the ~ommunity can afford it or not. On the one hand,
oon~nunities are held at bay by local aids and on the other hand, oommunities
are told to pray these rates whether they can afford it or not.

Senator ]3ahl replied that negotiations with manag~nent should be carried out in
good faith.

Councilm~nber COx replied that good faith negotiations no longer are allowed
because of State mandated arbitration which is one sided.

Senator Dahl stated that he is not oonvinced that it is necessarily a bad thing
to allc~ police and fire delmrtments additional tools to handle bargaining.

Refer to page 9 of these minutes for further action.

Council recessed at 8:46 p.m.

Mayor Heitman called the meeting back to order at 9:01 p.m.

As

Env]ror~r~nta] A.~_s~m~nt ~rk~ho~t: ~.~ Of NorEhfflrk P.II.D.:

Ms. Norris stated that the term 'findings of fact' is incx)rrect; the resolution
is to approve the sooping doc~ent which outlines issues the City wants
addressed in the Enviror~ental Impact Statement.

January 28, 1986
