to be in satisfactory condition. In the remaining project areas, the
bituminous surfaces are showing evidence of deterioration and are in
need of seal coating.

PROPOSED IMPROVEMENTS

To extend the life and renew the surface of the existing paved
streets, it is proposed to seal coat the streets with a Class C
aggregate in accordance with Specification No. 2356 of the Minnesota
Department of Transportation's Standard Specification for Highway
Construction, 1983 Edition.

The proposed work would consist of crack filling and patching, appli-
cation of a bituminous material, and application of an aggregate which
is 3/8 inches in size and smaller. The crack filling and bituminous
repairs are proposed to be completed by the City's Street Maintenance
Department as routine maintenance.

It is anticipated that the normal life of seal coating with a Class C
aggregate is approximately five (5) years. This will vary somewhat,
depending on the type and amount of traffic.

ESTIMATED PROJECT COSTS

The estimated quantities and costs are provided on the following pages
in tabular form for each of the improvement projects. Costs consist
of the construction cost and project overhead cost which includes
engineering, administrative, contingencies and financing. The over-
head costs are estimated at twenty percent (20%) of the construction
