W. <br />Ramsey, Minnesota 55303 <br /> <br />Re: 153rd Avenue Extension <br /> State Aid Road <br /> <br />Dear City' council Members: <br /> <br /> This letter is written to you to support North Fork's request for the <br />extension of 153rd Avenue this summer as a State Aid Road project. The western <br />terminus of the project would be Andrie Road N. W. The requested road layout is <br />Indicated on attached Exhibit A. <br /> <br /> It is Nor[h Fork's understanding that late last year the City Council <br />approved the proposed layout of 153rd Avenue, as indicated on attached Exhibit A, <br />from the western edge of the Northfork PUD to the intersection with Highway lO. <br />It is further North Fork's understanding that 153rd Avenue so extended was approved <br />for incorporation into the City's State Aid Road System. In reliance on these <br />understandings North Fork removed most of its proposed lots south of Lake itasca <br />and redesigned the proposed concept plan for its PUD to minimize access onto <br />the proposed 153rd Avenue extension. <br /> <br /> North Fork had sought an earlier clarification of the involved road layout <br />so that it would be in a position to fulfill its obligation of bringing natural gas <br />this summer to the platted lots of its first phase. Whether or not the City Council <br />elects to proceed with the road installation as a public State Aid project early <br />this summer, North Fork will have to proceed to rough grade a roadway from 153rd <br />and Okapi, where underground gas lines are presently located, to its first phase. <br /> <br /> The road layout and State Aid designation for 153rd Avenue have been compli- <br />cated by concerns expressed by the Minnesota Department of Transportation during the <br />EAW Scoping process for the Northfork PUD. Mn/Dot has expressed opposition to the <br />proposed location of our intersection with Highway lO. While North Fork and its <br />consultants still believe the roadway pattern indicated in attached Exhibit A is <br />preferabl~ Exhibits B and C have been prepared as alternatives and will be included <br />in the ElS preliminary draft. Please note that the layout of 153rd Avenue from the <br />western edge of the Northfork PUD to its intersection with Andre Road is virtually <br />the same in each exhibit. <br /> <br /> North Fork believes that the extension of 153rd Avenue, as a State Aid <br />project, to its intersection With Andrie Road, would be consistent with all the <br /> <br /> <br />
