Senate

State of Minnesota

February 17, 1986

City Manager
City of Ramsey
15153 Nowthen Boulevard NW
Ramsey, MN 55303

Dear City Manager:

As you are well aware, the liability and insurance situations
surrounding local governments have reached the crisis stage.
There has been an explosion in the number of lawsuits filed.
Federal statutes and court decisions have opened up local
governments to liability for a broad range of activities and
conduct. The threat of a resulting increase in property taxes
is obvious.

Insurance rates are skyrocketing, if insurance can be found at
all for any price.

The resulting strain on local budgets has been dramatic.

I am writing you today to inform you of legislation I have
introduced in the Minnesota Senate to help ease this crisis.

My proposed bill:

--Exempts state employees from liability for losses due
to snow conditions on public sidewalks or for public
safety actions taken because of ice or snow conditions.

--Includes joint powers boards or organizations under the
political subdivision tort liability provisions of
Chapter 466.

--Exempts municipalities from liability for claims based
on ice or snow conditions on public sidewalks or for
safety actions taken because of ice or snow conditions.

--Exempts municipalities from liability for claims other
than injury to or loss of property or personal injury or
death.
COMMITTEES · Energy and Housing · Governmental Operations · Local Government and
Urban Governmenl
SERVING: Hopkins and St. Louis Park and a portion of Minnetonka
