Senate <br /> <br />State of Minnesota <br /> <br />February 17, 1986 <br /> <br />City Manager <br />City of Ramsey <br />15153 Nowthen Boulevard NW <br />Ramsey, MN 55303 <br /> <br />Dear City Manager: <br /> <br />As you are well aware, the liability and insurance situations <br />surrounding local governments have reached the crisis stage. <br />There has been an explosion in the number of lawsuits filed. <br />Federal statutes and court decisions have opened up local <br />governments to liability for a broad range of activities and <br />conduct. The threat of a resulting increase in property taxes <br />is obvious. <br /> <br />Insurance rates are skyrocketing, if insurance can be found at <br />all for any price. <br /> <br />The resulting strain on local budgets has been dramatic. <br /> <br />I am writing you today to inform you of legislation I have <br />introduced in the Minnesota Senate to help ease this crisis. <br /> <br />My proposed bill: <br /> <br />--Exempts state employees from liability for losses due <br /> to snow conditions on public sidewalks or for public <br /> safety actions taken because of ice or snow conditions. <br /> <br />--Includes joint powers boards or organizations under the <br /> political subdivision tort liability provisions of <br /> Chapter 466. <br /> <br />--Exempts municipalities from liability for claims based <br /> on ice or snow conditions on public sidewalks or for <br /> safety actions taken because of ice or snow conditions. <br /> <br /> --Exempts municipalities from liability for claims other <br /> than injury to or loss of property or personal injury or <br /> death. <br />COMMITTEES · Energy and Housing · Governmental Operations · Local Government and <br />Urban Governmenl <br />SERVING: Hopkins and St. Louis Park and a portion of Minnetonka <br /> <br /> <br />
