Page 3 <br /> <br />--Provides that a municipality's liability is separate <br /> from liability of another in proportion to the <br /> percentage of fault attributable to it, when a munici- <br /> pality and one or more other persons are liable in an <br /> action. The other persons' contributions to the award <br /> is in proportion to the percentage of fault attributable <br /> to each, except that each person, not including the <br /> municipality, is jointly and seYerally liable for the <br /> whole award. <br /> <br />--Exempts political subdiuisions that belong to certain <br /> self-insurance pools from certain requirements <br /> regulating the pools and from filing requirements for <br /> self-insurance for automobiles. <br /> <br />--Applies act to causes of action for which a lawsuit may <br /> be maintained, i.e., when damage is sustained after <br /> June 30, 1986. <br /> <br />I hope that this bill (Senate File 1816), which follows <br />guidelines for reform as recommended by the Minnesota League <br />of Cities, the Minnesota Association of Townships and the <br />Association of Minnesota Counties, will help alleviate some of <br />the hardships you face. <br /> <br />This is not an easy problem and there is no easy solution. <br />hope this bill can begin to turn things around, however. <br /> <br />I <br /> <br />For the sake of your community and your residents, I certainly <br />hope so. <br /> <br />I will continue to keep you informed as my bill advances <br />through the legislative process.
