Mayor Heitman stated that prior to his camI~ign he <br />stated that o~mmunication is important; he stil] feels cx~mmunication is <br />important and that there is more that can be done to improve ~,u.unications <br />between Council and citizens. [~or Heihman stated that the landfill is still <br />a problen and without appropriate legislation, Rams~y will not have the <br />safeguards and assistance it needs as a host oo~nunity. With respect to the <br />airport, Council has indicated willingness to commit approximately $500,000 of <br />City money to airport develol~ent; this warrants the taxpayers involve~ent. <br />Mayor Heitman enoourages the citizens to get involved and let their voices be <br />heard. M~yor Beitman stated that he would like to see more aggressive <br />enforc~,ent of ordinances on the books; it is up to Council, as residents, to <br />make sure those ordinances are enforced appropriately. [~or Heitman stated <br />that he wants to maintain a realistic approach to the services and desires of <br />the citizens. [~yor Heit~an stated that it takes Council and citizen <br />involv~ent to make this goverr~ent effective. <br /> <br />{%ar~ Ii: An~_aranc~ 1~_ Senator Gre~ <br /> <br />Senator Dahl stated that the 1986 legislative session will not be an easy one; <br />there is a State deficit of $700,000,000 but because of a 'rainy day' fund that <br />was established, the State will only have to deal with a shortfall of <br />:,~400,000,000. Senator Dahl stated that he has made a commitment to deal with <br />deficit without raising taxes or cutting education aids. Senator Dab/ stated <br />that he is aware of Ramsey's concerns regarding the landfill; it has been <br />his Privilege to work for a strong Superfund; and he voted to resist all <br />amendments to weaken the Superfund in the last legislative session. With <br />respect to the Rum River Bridge Crossing, Senator Dab/ stated that it is <br />difficult to obtain special legislation for funds for a specific highway but he <br />does have a 9ood working relationship with the C(~missioner of the De~rtment <br />of Transportation and he is willing to meet with him regarding this matter. <br />Senator Dahl stated that he was the chief author of the 'Lemon New Car Bill' <br />and he wants to see those same Protections Provided for used car buyers. <br />Senator Dahl stated that he is also working on legislation to assist farmers as <br />the Federal Farm Bill was less than hoped for. Senator Dohl stated that he is <br />researching a progra~ whereby State revenues that do not have to be spent <br />in~m~liately could be deposited in rural banks with the understanding that those <br />funds be used to make short term operating loans to farmers. Senator Dahl <br />stated that he is also working on: legislation to prohibit merchants from <br />addin9 a surcharge to credit card purchases, encouraging pension fund <br />investiment, establishing a Minnesota 'C' Capital Fund to assist businesses in <br />getting started, park legislation in Anoka County, bank legislation, watershed <br />board legislation, cleaning up Crooked Lake and storm shelters and tie-downs <br />for mobile home residences. Senator Dahl stated that he hopes the Positive <br />relationship between he and Ramsey will continue in the 1986 Legislative <br />Session and he will work to address Ramsey's concerns. <br /> <br />Councilm~mber Reimann referred to Senator Dahls mention of a program to deposit <br />State money with rural banks and inquired as to the consequences if the State <br />does not get paid back. <br /> January 28, 1986 <br /> <br />Page 5 of 18 <br /> <br /> <br />
