I <br />I <br /> <br />I <br />I <br />I <br /> <br />! <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br /> <br />SCOPE <br /> <br />The purpose of this report is to discuss the feasibility of <br />extending 153rd Avenue N.W. between Puma Street N.W. and Andrie <br />Street N.W. in accordance with the standards for municipal state <br />aid streets (MSAS). The location of the proposed street improve- <br />ment and area of benefit are shown on Exhibit A. <br /> <br />PROJECT HISTORY <br /> <br />Currently, the area lying west of Puma Street and north of U.S. <br />Highway 10 and 169 located in Sections 18 and 19 and the <br />Northwest 1/4 of Section 20, Township 32 North, Range 25 West is <br />being developed as the Northfork Planned Unit Development <br />(P.U.D.). This area surrounds Lake Itasca and was formerly known <br />as the General Mills Property. <br /> <br />In the early stages of planning the Northfork P.U.D., the need <br />for a connecting street to the City's thoroughfare system was <br />identified. Therefore, in December of 1985, the Ramsey City <br />Council designated the westerly extension of 153rd Avenue from <br />Puma Street to U.S. Highway 10 & 169 as a Municipal State Aid <br /> <br />Street (MSAS). The proposed alignment of that extension is shown <br />on Exhibit A. <br /> <br />Based on estimated traffic projections in the Environmental Im- <br />pact Statement (E.I.S.) for the Northfork P.U.D., the Minnesota <br />Department of Transportation (Mn/DOT) raised a concern with 153rd <br />Avenue N.W. connecting to U.S. Highway 10 & 169 northwesterly of <br />the Daytonport Truck Weigh Station. Mn/DOT is expecting an <br />increase in the use of the weigh station and has recommended that <br /> <br />1 <br /> <br /> <br />
