OkSE ~9: 5 min. <br /> <br />OFF-SALE LIQO0~ LICENSE OONSIDEBATION <br />By: Dave Hartley, City Administrator <br /> <br />Background: <br /> <br />In May of 1978, the number of off-sale liquor licenses were <br />established at two within Ordinance ~78-2. In July of 1979, M & L <br />Liquors (5951 - 167th Avenue ~) made application and received an off- <br />sale liquor license. In November of 1979, Disoount 10 (6141 Bighway <br />~10 N~) applied for and received the seoond off-sale liquor license. <br />~herefore, since November of 1979, there have been permitted within <br />the City of Ramsey two off-sale liquor licenses. <br /> <br />In May of 1982, the license fee was set at $4,000 per year. <br /> <br />Recently, Mr. Curtis (healer and Mrs. Shirley Chesler of 14918 St. <br />Francis Blvd. NN, Ramsey, Minnesota, have contacted me inquiring into <br />the possibility of the City Gouncil considering the extension of the <br />nunber of off-sale liquor licenses. <br /> <br />Observation~: <br /> <br />~his case is clearly a matter of public policy for consideration by <br />the City Council. ~he n1~nber of off-sale liquor establishments which <br />are permitted to operate within our c~m~unity will likely affect the <br />cost of providing police protection, the amount of revenue received <br />fro~ the license fee, the convenience to Ramsey residents wishing to <br />purchase liquor, and the business tax base. <br /> <br />Recommendation: <br /> <br />If the City Council wishes to consider a change in current public <br />policy which permits two off-sale liquor licenses within the City of <br />Ramsey, then, the City Council may consider the follc~ing action. <br /> <br />fDuncil Action: <br /> <br />Motion to: <br />instruct_~the City Staff to develop an ordinance which would <br />permit ~ off-sale liquor licenses within the City of Ramsey. <br /> <br />Bevi~ (hecklist: <br /> <br />Attorney _X~ Chief of Police <br />Engineer ...
