OFF-SALE LIQO0~ LICENSE OONSIDEBATION By: Dave Hartley, City Administrator Background: In May of 1978, the number of off-sale liquor licenses were established at two within Ordinance ~78-2. In July of 1979, M & L Liquors (5951 - 167th Avenue ~) made application and received an off- sale liquor license. In November of 1979, Disoount 10 (6141 Bighway ~10 N~) applied for and received the seoond off-sale liquor license. ~herefore, since November of 1979, there have been permitted within the City of Ramsey two off-sale liquor licenses. In May of 1982, the license fee was set at $4,000 per year. Recently, Mr. Curtis (healer and Mrs. Shirley Chesler of 14918 St. Francis Blvd. NN, Ramsey, Minnesota, have contacted me inquiring into the possibility of the City Gouncil considering the extension of the nunber of off-sale liquor licenses. Observation~: ~his case is clearly a matter of public policy for consideration by the City Council. ~he n1~nber of off-sale liquor establishments which are permitted to operate within our c~m~unity will likely affect the cost of providing police protection, the amount of revenue received fro~ the license fee, the convenience to Ramsey residents wishing to purchase liquor, and the business tax base. Recommendation: If the City Council wishes to consider a change in current public policy which permits two off-sale liquor licenses within the City of Ramsey, then, the City Council may consider the follc~ing action. fDuncil Action: Motion to: instruct_~the City Staff to develop an ordinance which would permit ~ off-sale liquor licenses within the City of Ramsey.
