I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> <br />15 min. <br /> <br />Mr. Rick Foster of River's Bend Pro~rttes is requesting preliminary <br />P.U.D. development plan approval ano rezoning to P.U.D. for the six <br />acres directly north of the proposed County Road ~116 right-of-way. <br />Mr. Foster is proposing to build three buildings totalling <br />approximately 56,600 square feet to be occupied by mixed commercial <br />uses and personal/professional services. <br /> <br />City Staff reviewed the plan and had the following omments: <br /> <br />1) <br /> <br />~he developer has not [xovided for oommon open space required <br />by City Code; however, as the proposed plan does not Include <br />residential develofment, Staff recommends that the open space <br />requirement be waived. <br /> <br />2) <br /> <br />Staff has concerns regarding access to the site from State <br />Highway %47, 142nd Avenue NW and the proposed County Road <br />%116 bridge. Staff rec(mm~nds that the accesses to the site <br />from 142nd Avenue NW and County Road #116 be moved to the <br />east to provide additional stacking space and that the <br />proposed access to the site from State Highway %47 be <br />reviewed by Mn/DOT. ~he proposed plan has been submitted to <br />Mn/DOT and the County Engineer for their review and comment. <br /> <br />3) According to Scenic River requirements, the site can have no <br /> more than 30% impervious surface ooverage. It appears that <br /> the developer is proposing to cover approximately 50% of the <br /> site with impervious surfaces. ~his would require a variance <br /> fr~m the City with final approval by the DNR. <br /> <br />4) The developer has not provided plans for storm water% <br /> management on the site. <br /> <br />5) <br /> <br />Proposed parking is less than required by City Code for <br />commercial and service uses; however, the developer has <br />designated certain areas for future parking if needed. <br /> <br />Enclosure (10) contains the following items for your consideration: <br /> <br />a) Site locat/on map <br />b) Proposed develoDment plan <br />c) City Engineer's report dated Mard% 12, 1986 <br />d) Letter frc~ the DNR dated Mar~h 19, 1986 <br />e) Planning and Zoning Cx~ission meeting minutes dated March <br /> 19, 1986 <br />f) Proposed Ord/nance %86- rezoruing property <br /> <br /> <br />
