I
I
I
I
I
I
I

I
i
I
I
!
I
I
I
I
I
I

Councilmenber COx reminded the audienoe that the purpose of this meeting with
Waste Management of Minnesota was to make Council knowledgeable as to what is
being proposed in the vertical exp~nsion; this meeting was not inte~ to be a
public hearing or confrontation.

Mr. Doulgas Fountain- ~eom~ended that COu~tl adopt the same position as M~
did in DecOr when Waste Management of Minnesota made a presentation before
the Anoka County Board, i.e., MP(~ would not consider any expansion of any type
at the Anoka Landfill site until the testing prooedures have been completed.

Motion by Councilmember Cox and seconded by Councilmember Sorteberg to adopt
Resolution ~86-21 identifying the policy for the City of Ramsey as it relates
to action taken by the Pollution Control Agency against Waltek, Inc. (Please
refer to resolution file for Resolution ~86-21).

Motion carried. Voting Yes.. Councilmembers Sorteberg, (Dx and Beimann.
Voting No: Mayor }{eitman and Councilmember Schlueter.

Councilme~ber COx stated that he will be meeting with Senator Pahl and the
Director of PG% on February 26 and will present this resolution to them.
Council~m~nber Cox stated he is very surprised anyone would vote 'no' to a
resolution siting PG%'s action to fine, rather than warn, a local company
employing 50; and all this at the same time our EDC is trying to create ~ew
business and support existing business.

Mr. Hartley ~phasized that there are several matters that cannot prooeed
without first being published in the City Newsletter. Staff is recomme~ng
Council approval to proceed with a 4-p~ge monthly newsletter.

Motion by Councilmember Cox and seconded by Counci~r Schlueter to approve
the initiation of a monthly City newsletter, to accept the offer of School
District ~11 for allocation of one-half of the cost of mailing (up to a maximin
of $400) under the District's bulk mailing permit and to ~m~ard the bid for
printing of the newsletter to All-Brite Gralahics of Ramsey, Minnesota at a cost
not to exceed $575.00/month.

Further Discussion: Councilm~r Schlueter noted that Mr. Stewart's letter
indicates the possibility of the Post Office determining that newsletters may
be inappropriate to be mailed under School District permits. Mr. Bartiey
replied that in such an event, l~sey could obtain it's ~ bulk mailing
permit. Mayor Beitman stated that All-Brite's bid adjustment to a lower rate
and the b~o month disclaimer hints that they doubt they can live up to their
bid; on the other hand, the other ~o bids might have been too low and they
would not have been able to live up to their bids either.

Motion carried. Voting Yes: Mayor Heitman, CouncilmmI~rs Borteberg, COx,

February 25, 1986
