I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br />I <br /> <br /> I <br /> <br /> I <br /> <br />I <br /> I <br /> I <br /> I <br /> <br />Larry Henke - 8062 154th Avenue - Stated his neighborhood has been plagued with <br />ordinance violation probl~ns; people have moved from the neighborhood because <br />of It; his house is for sale for the ne reason. ~be ordinance is tn place <br />and Council should enforce it. <br /> <br />Resident - 15355 Eland - Stated that violators only temporarily r~medy the <br />problem to satisfy City Staff; there should be guidelines established providing <br />that violators are monitored on an on-going basis so the burden is not on the <br />neighbors to keep registering oomplaints. <br /> <br />Margarite Banke - 8062 154th - Stated that she is concerned with the <br />contradiction be~een c~ty ordinances and what Planning and Zoning is doing, <br />i.e., Planning and Zoning is reoommending approval for a conditional use permit <br />to locate a cement business in a residential area <br /> <br />Councilme~r Cox suggested that an item for the joint Council/Om~ission <br />meeting agenda be h~w c(m~issions and council relate to each other and the <br />roles of each; also important for all to be ~are of the taxing structure as it <br />relates to real estate. <br /> <br />Mayor Rei~man requested that Mr. Bartley have the joint Council/Con~nission <br />meeting agenda prepared in sufficient time for all attending to review it. <br /> <br />Ms. Skarbakka was present earlier but not at the time her case came up for <br />di scussion. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember Reimann to defer any <br />requests for conditional use permits for a h<m~e occupation mtil after the <br />joint Council/Commission workshop meeting scheduled for March 6, 1986. <br /> <br />Further Discussion: Mr. Goodrich stated that the action in the motion is <br />inappropriate because City Ordinance does allow for h~me occupation permits and <br />Ms. Skarbakka is making application pursuant to ordinance. Mr. G~odrich stated <br />that Council does not have the right to ~ahle the case based on proposed <br />~endments to the ordinance, but Council can place a moratori~ on the <br />ordinance itself. Mr. (k)odrich stated that the p~st general policy in Ramsey <br />has been to approve requests for home occupation permits; denial of this <br />request would require the adoption of a findings of fact. <br /> <br />Councilm~nber Cox withdrew his motion and Councilmember Reiman withdrew his <br />second to the motion. <br /> <br />Motion by Counci~r Cox and seconded by Councilmember Reimann to table MS. <br />Skarbakka's request for a h~me occupation until such time as MS.
